Participation in the meeting,
representatives of EVNNPT also include leaders of functional Departments:
Planning, Technical, International Relations, Investment Management,
Procurement Management, General Affairs of Management Board, etc., and
representatives of EGI: Mr. Didier Wiot – Chief Operating Officer, and various
experts on grid connection, grid and power market development, assets management,
etc.
The project “Assessment of current
status of Vietnam national power transmission system and recommendation of
solutions to overcome the existing” is implemented by EGI contractor. It will
be completed within 8 months (from April 2017 – November 2017). The meeting was
to kick-off the project implementation. EGI representative made a presentation
on project implementation schedules, focusing on 4 aspects: (i) Regulatory,
legal and standardization framework; (ii) Grid operations and grid
planning,
(iii) Asset
condition and technical expertise, (iv) Business structure and
management.
At the meeting, the two sides discussed
and exchanged information to help EGI to understand better on current status of
Vietnam national power transmission system. EVNNPT’s Chairman of Management
Board Dang Phan Tuong openly shared the difficulties and challenges faced by
EVNNPT in management and operation of power transmission system, such as power
system has not yet met n-1 requirement, transmission lines and substations are
always in full- and over-loaded operation whereas the power growth rate is
always high at 2-digit number (>10%), power transmission equipment are old
and of various types and origins which make EVNNPT difficult in repair and
maintenance, requiring a high cost for replacement. Together with tasks on
implementing well the investment projects in the revised National Power
Development Plan 7, EVNNPT needs to carry out a roadmap on Smart Grid
development, reaching a target on 60% of substations are unmanned by 2020, apply
live working in transmission lines and substations, install Static Var
Compensator (SVC), Flexible Alternating Current Transmission System (FACTS) or
develop High Voltage Direct Current (HVDC), etc. These are the big difficulties
and challenges for EVNNPT, while the technical staffs need to be provided with
more training because of shortage of access to the new technologies and
practical experiences from the developed countries.
With the information shared by EVNNPT
and results of meeting with the relevant stakeholders such as Electricity
Regulating Authority of Vietnam (ERAV), Vietnam Electricity (EVN), National
Load Dispatch Centre (NLDC), Mr. Didier Wiot confirmed that EGI will thoroughly
study to make a good assessment of Vietnam national power transmission system
and recommendations on solutions, in short-term and long-term. The issues in
project scope will be provided with solutions, with detail analysis, while the
other issues will be provided with general recommendations so that EVNNPT can
consider tackling them in future. He also committed to have a close instruction
for EGI experts to implement project strictly, complete the final report by
November 2017 as contracted, with best results./.
