In order to implement Decision no 1944/QD-TTg
of the Prime Minister, on May 29th, 2018, in Da Nang city, Ministry of Public
Security cooperated with Ministry of Insutry and Trade (MOIT), Da Nang’s People
Committee, Vietnam Electricity (EVN) and National Power Transmission
Corporation (EVNNPT) to organize an
Announcemnent Ceremony of the Prime Minister’s decision to introduce the 500 kV
power transmission system into a project category critical to national
security.
Among the atendees of the Ceremony were Senior Lieutenant-General Bui Van Nam - Member of
Party Central Committee and Deputy Minister of Ministry of Public Security; Mr.
Dang Hoang An - Deputy Minister of MOIT and 250 representatives from Ministry
of Public Security, MOIT, Ministry of National Defense; Ministry of Finance;
leaders of 42 provinces where the 500 kV power transmission system passes
through; leaders of the General Department of Public Security; leaders of the
Department of General Economic Security; leaders of relevant Departments and
General Departments under the Ministry of Public Security; leaders in Public
Security and leaders of economic security authorities in the 42 provinces where
the 500 kV power transmission system passes through; leaders of EVN; leaders of
EVNNPT; leaders of other organization

In the Ceremony, leaders of the Ministry of
Public Security, MOIT and other relevant Minisitries and authorities, as well
as leaders of the provinces where the 500 kV system passes through reached a
concensus on the importance of the power transmission system in general, and of
the 500 kV power transmission system in particular in the strategic development
of national energy security. Since 1994s, after the 500 kV North-South power
transmission system came into operation, the Government has paid special attention
to the security of this system, as can be seen through the issuance of Directive
No. 110/TTg on April 23rd, 1994 on the protection of the 500 kV North-South
power transmission system as a basis to direct relevant Ministries and
authorities, together with local Government agencies to cooperate in an effort
to ensure the security of the 500 kV power transmission system.
In order to inplement the Prime Minister’s
Decision, on September 26th, 1995,
Vietnam Electricity Corporation (now EVN) and the General Department I -
Ministry of Internal Affairs (now Ministry of Public Security) signed the
Guideline for coordination in terms of protection policies (No. 3176/EVN/TCI),
which was reaplaced by a revised version - the 2502/QCPH-TCAN-EVN on June 26th,
2015. During the implementation of this Guideline, both sides cooperated
effectively to promote awareness in protection work, deal with difficulties and
challenges from the first day of investment, site clearance and later operation
and management; many cases of right-of-way violations in the power transmission
system have been investigated and prosecuted based on current laws.

The 500 kV power transmission system plays an
important role as the “backbone” of the natoinal power transmission system,
ensures power supply for national economic developments in a time when the
political security in many countries and in the world is unstable, with
increasing risks of terrorism and potential complications from “peaceful
demonstrations”. Therefore, on April 12th, 2017, the Prime Minister signed
Decision no. 1944/QD-TTg to approve of the introduction of the introduction of
the 500 kV power transmission system in a project category critical to national
security.
The introduction of the 500 kV power
transmission system into a category of projects critical to national security
is an important event fot EVNNPT and
for the whole EVN, together with other projects such as Hoa Binh Hydropower
Plant; Son La Hydropower Plant. However, the 500 kV power transmission system
in 2018 has a total length of 7,503 km and 28 substations at 500 kV with total
capacity of 29,850 MVA across 42 provinces. With the particular characteristics
of this system (decentralized, spreading across the entire country with a
safety corriodor of 7-meter maximum), this system presents many
security-related challenges.

As an authority responsible to the Government
for managing the protection of projects critical to national security and
implememting the Prime Minister’s Decision in the most consistent and effective
way, leaders of Ministry of Public Security, other Ministries and People
Committees of the provinces in order to strengthen the Government’s protection
of projects critical to national security on a local level. The Public Security
Directors in related provinces need to cooperate with EVNNPT and EVN to advise the Steering Committee for the protection of
local power transmission systems, assign tasks for their units and implement
the Prime Minister’s Decision on the protection of projects critical to
national security.
Decision no. 1944/QD-TTg on December 4th, 2017
about including the 500 kV power transmission system into the project category
critical to national security is an accurate assessment of the importance of
the 500 kV power transmission system and the entire power transmission system
in the development strategy of national energy security. At the same time, this
is also a message to all people in the country to raise their sense of
responsibility for their parts in protecting the power transmission system and
ensuring the safe, uninterrupted and stable power transmission for national
socio-economic development, political activities, security and national
defense, and the power market of Vietnam.

As of March 31st, 2018, EVNNPT is responsible for the management and operation of 24,365 km of
transmission line (including 7,503 km of 500 kV and 16,862 km of 220 kV
transmission line); 140 substations (including twenty eight 500 kV substatoins
and 112 220 kV substations) with a total transformer capacity of 77,613 MVA.
The National power transmission system has reached almost all provinces and
cities in the country and has step by step established the interconnections
with other countries in the region with more and more advanced technologies
such as multi-circuit transmission lines at various voltage levels,
high-voltage underground cables at 220 kV, 220 kV GIS substations, unmanned
substations, computer-incorporated control system, fault locators, DGA devices,
SCADA systems…
