National Power Transmission Corporation: 10 years overcome challenges

​​National Power Transmission Corporation (EVNNPT) was established when the world economy and Vietnam economy was in crisis, creating the dificulties on finance and investment costs. Besides, the national power transmission grid has not met the demands, overload was occurred widely in all 3 regions of North, Central and South. Especially, power transmission tariff was too low, which has not met the fund for construction investment... With those difficulties, EVNNPT’s leaders and staff have made high efforts, step by step overcome the difficulties, challenges to complete well the assigned tasks. Celebrating its 10th anniversary  (1/7/2008 - 1/7/2018), Vietnam Energy has interviewed Mr. Dang Phan Tuong – EVNNPT’s Chairman of the Board of Directors on this issue.

Vietnam Energy: In the occasion of 10th anniversary of EVNNPT, would you tell me about the achievements on transmission grid development, ensuring the secure and reliable power supply gained by EVNNPT up to now?

Mr. Dang Phan Tuong: Over the last 10 years, the national power transmission system has developed strongly on scope, with the increasing quality and technologies. At present, EVNNPT  manages and operates 24,368 km of transmission line at 500 kV and 220 kV (of which 7,503 km at 500 kV and 16,865 km at 220 kV), increased by 102%, 141 substations at 500 kV, 220 kV (including 28 substations at 500 kV and 113 substations at 220 kV), with total transformer capacity of 81,288 MVA, increased by 120% on quantity of substations and increased by 217% on total capacity compared with those of the establishment of EVNNPT.

Regarding operation and management, over the past years, EVNNPT has implemented synchronously many solutions: frequent inspection and monitoring the operation of transmission system to settle timely the occurred failures; ensuring principles, compliance and increased quality of technical management and operational management. Carry out strictly, check periodically, do hygiene, maintenance, overhaul, regular repair, periodical test the equipment to ensure a secure operation. To equip sufficiently equipment and working tools for the labourers. Implement well the propaganda on protection of a secure right of way. Combine closely with local polices and authorities at all levels to protect well the power transmission grid.

Over the last 10 years, EVNNPT has carried out a secure, uninterruped, stable operation of the national power transmission system, with a transmitted capacity of 1,184,7 billion kWh, the average growth rate of 10.95%/year, contributing to ensuring a sufficient power supply by EVN to the country’s socio-economic development.

For investment in transmission grid development, EVNNPT has completed a huge amount of investment construction, with total investment cost of VND 140,000 billion, put into operation 446 transmission projects, including the significant projects such as transmission lines for evacuating capacity of hydropower plants of Son La, Lai Chau, Power Centres of Duyen Hai, Vinh Tan, Mong Duong, Vung Ang,... The projects to supply power to the South such as transmission lines: 500 kV Pleiku - My Phuoc - Cau Bong, 220kV Dac Nong – Phuoc Long – Binh Long, 500 kV Pleiku 2 substation,… The projects to ensure power supply to Hanoi city such as 500 kV substations: Thuong Tin, Pho Noi, Dong Anh, 220 kV substations of: Thanh Cong, Van Tri, Son Tay, Dong Anh, Long Bien, West Hanoi; 500/220 kV transmission lines: Hiep Hoa - Dong Anh - Bac Ninh 2,  220 kV transmission lines: Ha Dong - Thanh Cong, Soc Son - Van Tri - Chem, Hoa Binh – West Hanoi,… Ensure the power supply to Ho Chi Minh city: 500 kV substations: Cau Bong, 220 kV substations:  Duc Hoa, 220 kV transmission lines: Cau Bong - Duc Hoa, Cau Bong - Hoc Mon – branch to Binh Tan... and many other new constrction projects as well as projects on upgrading capacity of transmission lines and substations to ensure the power supply to the focal economic areas of the country.

Up to now, the national power transmission system has reached all the provinces and cities and interconnected to the transmission utilities of countries; China, Laos, Cambodia, with modern technologoes such as multi-circuit, multi- voltage level transmission lines, 220kV underground cable, 220kV GIS substations, unmanned substations, computerized control systems, failure locator, online oil monitoring sýtem, SCADA… The national power transmission system has ensured the role as  a “backbone” in the power system.

Due to the significant role, Prime Minister has issued a Decision No. 1944/QĐ-TTg dated 04/12/2017 on putting the 500kV power transmission system into the list of significant projects of national security. The national power transmission system has a 500kV ring circuit to strengthen the stability, reliability in power supply in the Northern areas (Thuong Tin - Pho Noi - Quang Ninh - Hiep Hoa - Son La - Hoa Binh - Nho Quan - Thuong Tin) and the Southern areas (Nha Be - Phu Lam - Cau Bong - Tan Dinh - Song May - Phu My - Nha Be). There has been an connection between the South Eastern transmission and the South Western transmission at 500kV voltage level (the 500 kV Phu Lam - O Mon transmission line).

Especially, the 500kV North-South transmission system, circuit 1, circuit 2, the 500 kV Pleiku - My Phuoc - Cau Bong and the 500kV substations of the route have the significant role in ensuring the power supply to the South, over the past years and in coming years, in the contexts that the Southern power generation is not in the right schedules.

Vietnam Energy: With the role in ensuring a secure and reliable power transmission for production and social livings, can you reveal your methods that the transmission grid meets the N-1 criteria and N-2 criteria in some focal areas by 2020 as expected?

Mr. Dang Phan Tuong: According to Decision No. 428/QĐ-TTg dated 18/3/2016 by Prime Minister on approving the revised National Power Development Plan in period 2011-2020, with consideration to 2030 (the revised Master Plan 7- MP7), the list of investment transmission projects in period 2016 - 2020 attached to revised MP7 were made in principle: "Construct and upgrade the power transmission grid, step by step meet the technical standards of power transmission grid; by 2020, the transmission grid will meet N-1 standard for the main equipment and ensure the quality standards as regulated ".

Annually, EVNNPT concentrates on construction investment of projects in the revised MP7, with a concrete implementation of construction investment plan of power transmission grid of next year and subsequent year approved by Ministry of Industry and Trade and the annual construction investment plan assigned by EVN. EVNNPT tries to complete projects in the revised MP7, which are to be energized by 2020 in order to complete the target that National power transmission system meets N-1 standard by 2020 as set out in the revised MP7.

Besides, EVNNPT has set up project "power transmission grid investment program meets N-1 standard in period 2018 - 2020". In which, the list of investment projects meeting N-1 criteria for the whole system and N-2 criteria for some focal areas such as Hanoi and Ho Chi Minh cities by 2020 has been prepared. At present, EVNNPT has submitted it to the relevant agencies for approval, which will be basis for our implementation.

Vietnam Energy: Would you inform about the solutions and orientations for power transmission grid development on the “smart grid basis"?

Mr. Dang Phan Tuong: The application of new science and technologies are always given with high attention by EVNNPT in order to increase the production efficiency. In the coming years, EVNNPT will push up the application of new technologies, advanced technologies which are relevant to the ongoing 4th Industrial revolution.

We have set up and implemented a Smart Grid project in order to modernize the power transmission system, increase the reliability, efficiency in operation of power transmission grid, reduce power loss and increase labour productivity.

To gain the above targets, EVNNPT has been implementing the followings solutions:

Firstly, to increase the stability of power transmission grid, stabilize voltage and balance the reactive power, including projects on installing SVC, FACTs, WAMS, DLR, short-circuit current limitation,...

Secondly: Increase the capabilities in monitoring and remote control: unmanned substations, automation of substations, metter collection system, online oil monitoring system,...

Thirdly: To increase the transmission efficiency: including projects on Geographical Information System (GIS), fault location system, lightening monitoring and warning system, unmmaned antene vehicles (UAV), helicopters in maintenance and repair, patrolling the transmission line routes and substations,...

Forthly: To provide training for technical staff to be equiped with the knowledge on new technologies of smart grid.

Orientations on formulation of a smart grid:

In period 2018 - 2020, to carry out solutions to create a smart transmission system.

In period 2021 - 2025, to carry out solutions to complete the smart transmission system.

In period 2026 - 2030, with vision to year 2040, to carry out solutions to develop the smart transmission system, linking with application of technologies in self-recovering the power system.

Vietnam Energy: At forecast, at present and in the coming 4 – 5 years, the power generation projects in the South are facing and will face with many difficulties, being behind scheduled, causing an unballance in pwer supply-demand and a power shortage in the South. Would you reveal which solutions have been applied by EVNNPT to overcome these difficulties in order to have a secure power supply?

Mr. Dang Phan Tuong: To ensure the power supply to the South from now to 2020 and the coming years when the generation projects were behind schedules, EVNNPT is promptly carrying out the transmission projects to evacuate capacity of the Southern generation plants and increase capacity of the North-South transmission grid, concretely:

Firstly: For transmission projects synchronized with the generation projects in the South:

The Projects synchronized with Long Phu Power centre: The 500 kV Long Phu - O Mon thermal power and the 220kV transmission lines of Long Phu Power Centre - Can Tho - Tra Noc and Long Phu Power Centre – Soc Trang.

The Projects synchronized with Vinh Tan Power centre: to ensure evacuate full capacity of Vinh Tan Power Centre when putting Vinh Tan Thermal Power Plant 1, 4 into operation, EVNNPT is focusing on implementing the 500kV transmission line projects: Vinh Tan - Song May - Tan Uyen, Song May - Tan Uyen and 500kV Tan Uyen substation.

The Projects synchronized with Song Hau Power centre: EVNNPT is carrying out the projects: 500kV Song Hau – Duc Hoa transmission line and 500kV Duc Hoa substation, it is expected that capacity of Song Hau Power Centre will be evacuated to the national power system.

Secondely: For the projects on upgrading capacity on North-South transmission:

EVNNPT is implementing urgently the 3rd circuit 500kV transmission line projects (Vung Ang - Quang Trach - Doc Soi - Pleiku 2) to increase transmission capacity from the North to the South. This is an important project to ensure the power supply to the South from now to 2020 and the subsequent years in the contexts that the Southern generation is behind schedules. The projects will be started by quarter III /2018.

The 2nd circuit 220 kV Dogn Hoi – Dong Ha – Hue transmission line: EVNNPT is pushing up progress of projects to complete and put into operation by Quarter 3/2018.

Thirdly: for the projects to strengthen the power supply to the South:

At present, EVNNPT is implementing projects as planned to increase the power supply to the South, including 500kV Long Thanh, Chon Thanh, Cu Chi substations; upgrade capacity of the 500kV substations: Tan Dinh, Nha Be, My Tho, O Mon; the 500kV transmission lines: Chon Thanh – Duc Hoa, My Tho – Duc Hoa and the new constructed projects and upgrading capacity of the 500kV and 220kV transmission line and substations projects to meet the load growth demand of the provinces and cities in the South.

Vietnam Energy: I know that EVNNPT is in the process of establishing “EVNNPT Development Strategy to 2025, with vision to 2040”. Can you share its overview?

Mr. Dang Phan Tuong: We have set up and are now implementing the EVNNPT Development Strategy to 2025, with vision to 2040, with some main points:

Sustainable development of power transmission; power transmission must be 1 step ahead to meet requirement on ensuring a secure, uninterrupted, stable power transmssion to the socio-economic, political, national defense activities and power market of Vietnam.

Push up the modernization of power transmission in all activities from operation management, repair and maintenance, development investment, enterprise administration; to be ready to meet the requirement on development of the power market. Upgrage and develop the power transmission system to ensure capability in evacuating capacity from the large scale renewable energy resources, increase the power grid security and quality of power transmission services.

To push up the application of the scientific achievements of the 4th industrial revolution in all fields: construction, management, oepration of power transmission system, power transmission services, enterprise administration,…

To mobilize the full resources in and out of EVNNPT to ensure a secure, uninterrupted, stable power transmisison, with good quality and reliability in power supply, ensuring the economic criteria.

To develop power transmission in adaptation with the climate change, ensuring a sustainable development and suitable to the national strategy on a green development.

The strategic objectives are to develop EVNNPT to become one of top 4 transmission utilities in ASEAN by 2020, become the top utilities in Asia by 2025 and reach the world advanced knowledge in power transmission by 2030.

To reach the strategic objectives, we have to focus on synchronous implemention of many solutions in various fields: construction investment, operation management, application of science, technologies; organization of structure, human resources development and enterprise administration; finance and capital mobilization; propagada, community relations and international relations; environment protection and response to the climate changes.

Vietnam Energy: In the context that transmission tariff is still low; insufficient fund for investment, could you tell me what are your methods to overcome the difficulties, mobilize fund for investment, imrpove and develop transmission grid, ensuring the EVNNPT functions and mandate?

Mr. Dang Phan Tuong: To mobilize sufficient fund for construction investment, apart from borrowing domestic commercial credit, ODA, EVNNPT have been implementing many solutions on fund arrangement such as non-sovereignty guarantee fund, working with the domestic and international fiancial organizations to mobilize fund in new methods: un-tied loan, export credit fund, non-sovereignty guarantee fund, preparation for issuing national and international bond,…

EVNNPT regularly monitor progress of generation projects, the load growth demands in the areas where projects will be implemented in order to make arrangement, revision of priority of investment projects, which facilitate the fund arrangement.

Vietnam Energy: In transmission investment, one of the biggest difficulties is to arrange land for substations and compensation, site clearance of the right of way. Could you reveal which methods are often applied by EVNNPT to coordinate with the local authorities and people to ensure that projects are in schedules?

Mr. Dang Phan Tuong: The biggest diffuculties have caused delay of investment project are the compensation and site clearance. To settle these issues, the applied solutions include:

Firstly: To set up a close relation between EVNNPT, project management board and local authorities where the project runs through. Assign the capable and experienced staff to be on the site, actively coordinate with Compensation Council, Land Fund Developmehnt Centre; the Associations and organization at district, commune levels come to each household to explain the policies, regulations on compensation, site clearance. Besides, pursuade the affected households, organizations to support and accept with the compensation options approved by the competent levels, to recommend the higher levels to settle timely the constraints to create favourable conditions for the contractors to implement project as schedules.

Secondly: To regularly report EVN the difficulties to get instruction and support in working with provincial People’s Committee for a timely settlement. In some special cases, to recommend EVN to report to Ministry of Industry of Trade, Prime Minister to have official request to the Provincial People’s Committee to pay attention to and support EVNNPT in the site clearance and compensation.

Thirdly: Active coordinate with the press agencies, propaganda agencies at local level to provide information on investment plan, implementation of projects, the policies related to compensation and site clearance. Besides, organize a wide propaganda to the local people to get their objective understanding and acceptance among local people, which are helpful for implementation of projects.
