Chairman of EVNNPT’s Management Board had a meeting with 50Hertz Power Transmission Corporation of Federal Republic of Germany

​Following the meeting with Power Transmission Corporation of Belgium (ELIA), at Berlin city of Federal Republic of Germany, Chairman of EVNNPT’s Management Board Dang Phan Tuong and EVNNPT mission had 2 days working with 50Hertz Power Transmission Corporation (50Hertz) – another member of ELIA.

Receiving and meeting with EVNNPT mission at 50Hertz headquarters include the Vice Presidents of 50Hertz and leaders of EGI (Elia Group International): Mr. Dirk Biermann – Vice President on system operation, Mr. Frank Golletz – Technical Vice President; leaders of EGI.

At the meeting, 50Hertz leaders introduced and provide helpful information on organizational structure, issues and problems faced in power transmission and the transmission system of 50Hertz and Germany:

- 50Hertz is one of 4 Power Transmission Corporations of Federal Republic of Germany and it belongs to ELIA Group. 50Hertz has mandates on management, operation, dispatch of power transmission system in the North Eastern Germany including Berlin capital city, in an area of 1/3 of Germany area and ensure a power supply to about 18 million people. 3 remaining power transmission corporations include: TenneT, Amprion and Transnet BW.

- At present, 50Hertz has a total of 1,000 employees, it manages and operates 10,150 km of transmission lines and underground cable, including 2 underground cable routes running through Baltic; 66 substations and switching substations, with total capacity of 46,220 MVA, at voltage levels of 400, 380, 220 and 150 kV. The power transmission system of 50Hertz is connected with the one of TenneT and some countries that share border with Germany such as Czech, Poland, Denmark,...

- The power sources connected to 50Hertz power transmission system include 9 wind power plants, 12 thermal power plants and recycle energy sources. Customers of 50Hertz are 168 regional power distribution companies and 3 steel plants.

- Organizational model of 4 power transmission corporations of Germany:

+ 50Hertz is a stock company, with 60% stock of ELIA and remaining 40% belonged to Australian Infrastructure Fund. These 2 shareholders invest in 50Hertz through EuroGrid company.

+  TenneT: owned by Holand Power Transmission Corporation (100% state owned company) .

+ Amprion: owned by German investors.

+ Transnet BW: owned by a company of local authority. This company manages  the power generation, transmission and distribution.

These power transmission corporations operate according to Law on Electricity of Federal Republic of Germany.

- Live working: previously, 50Hertz applied live working for transmission lines and substations. However, live working is not applied because 50Hertz’s power transmission system has met n-1 requirement, so when power cut-off is done in a transmission line or substation, the power supply to load centres is not affected.

NPT mission visited a spare Remote Control Centre of 50Hertz

- Unmanned substation: at present 100% substations managed by 50Hertz are unmanned. All substations are controlled by a Remote Control Centre which is near Berlin city. Besides, 50Hertz has a spare remote control centre located in its headquarters. The unmanned substations are equipped with computer system for controlling when necessary. The substation protection is out-sourced implemented.

- Maintenance, repair, testing, troubleshooting: 80% of these tasks are out-sourced, while remaining 20% tasks are implemented by 7 regional centres which are 50Hertz’s subsidiaries. These 7 centres can carry out monitoring the out-sourced implementation.

- Training: 50Hertz does not have specific training centres. All training activities are implemented in training centre in EuroGrid.

- Power loss in transmission system of 50Hertz is 2.08% (at 220kV and 380 kV).

- Construction investment: 50Hertz planed that, from 2016 to 2026, it will implement 20 new constructed projects and 20 re-constructed projects. The project design and management consultation is done by international competitive bidding. EGI (ELIA and 50Hertz – each unit owned 50%) have gained many bids for 50Hertz projects. For the main equipment, 50Hertz signs principal contracts with some big manufacturers such as Siemens, ABB and 50Hertz will select one of them for each project. Project management consultant will organize selection of contractors for civil works.

In the meeting, EVNNPT mission introduced its organizational structure and business. Chairman Dang Phan Tuong honestly thanked leaders of 50Hertz and EGI for receiving and meeting with EVNNPT mission as well as sharing experiences in management, operation of power transmission system. Chairman Tuong also revealed that EVNNPT is carrying out many project proposals in order to increase production efficiency including: Formulating EVNNPT’s development strategy to year 2025, with orientation to year 2035; Assessment of current status of Vietnam power transmission system and recommendation of solutions; live working for transmission lines and substations, etc. These proposals are implemented by International Competitive Bidding for consulting services or feasibilities studies… EVNNPT plans to invite the international consulting agencies to make assessment, argument of such proposals so that EVNNPT will complete and deploy the proposals. EVNNPT expects to organize workshop in Vietnam on power transmission by early 2017 and invite the international transmission utilities to make presentations. Chairman Tuong kindly requested 50Hertz and EGI to participate in such proposals and expected that 50Hertz, EGI will continue sharing information and experiences in power transmission.

Leaders of 50Hertz, EGI confirmed to provide support, share experiences with EVNNPT in all businesses. 50Hertz, EGI will assign experts to Vietnam to find out more detail about Vietnam power transmission system and EVNNPT’s businesses so that they would participate efficiently the proposals mentioned by Chairman Tuong./.
