ADB COUNTRY PROGRAM MISSION REVIEWS POWER SECTOR PROJECTS IN 2013

On May 13,2013, a meeting on reviewing loan project list which financed by The Asian Development Bank (ADB) in 2013 was held at the Ministry of Industry and Trade.  Attending the meeting were Ms. Yumiko Tamura - ADB Deputy Country Director in Vietnam, Mr. Takafumi Kadono - Energy expert with the project staff of the ADB Vietnam Resident Mission (VRM). Mr. Pham Thanh Tung - Director of International Cooperation Department (ICD) – General Directorate of Energy - Ministry of Industry and Commerce (MOIT) chaired the meeting with the attendance of representatives from: International Cooperation Department, Planning Department, Finance Department, along with representatives of the Vietnam Electricity (EVN), National Power Transmission Corporation (EVNNPT); Hanoi Power Corporation (HNPC), Ho Chi Minh Power Corporation (HCMPC). ​

ADB attaches much importance to energy development in Vietnam and reserves a significant portion of total funds pledged for Vietnam for the power projects. As schedule, ADB will finance about USD 1.3 billion for Vietnam yearly. Vietnam now ranks at 3rd in the list of regional countries funded by ADB, in which energy projects accounted for one third of total loans.

 
Under the plan, in 2013 ADB will finance 03 power projects as follows:
1. 500kV Hatxan – Pleiku;
2. Power Transmission Investment Project 3:
3. Hanoi, Ho Chi Minh Grid (Loan and technical assistance).
Of these, two thirds of the projects mentioned above are EVNNPT.
 
Through the exchange of practical preparation of the projects up to present time, ADB and MOIT, EVN, EVNNPT, HNPC, HCMPC agreed:
 
1.     The 500kV Hatxan – Pleiku with the  expected loan amount of 79.19 million: will be withdrawed from loan list of 2013 and will be included in the list of 2014 due to the interconnection transmission line from the power plants of Laos to border Vietnam - Laos border is yet to be implemented and progress has not been confirmed by Laos. As  requests by ADB, progress of interconnection transmission lines of countries of the Greater Mekong Sub-region (GMS) requires the synchronization, coordination and implementation at the same time to avoid the situation of the transmission line of this country has completed but unable to put into operation because the interconnection transmission line of other country has not completed. 
 
2.     The Power Transmission Investment 3: total expected value of USD 580 million includes 13 subprojects. It is expected to be co-financed by ADB, the German Bank for Reconstruction (KfW) and the Asian Infrastructure Fund (AIF) . In the list of subprojects, the 500kV Son La - Lai Chau is an urgent subproject, should begin in late 2013. Therefore, EVN and EVNNPT proposed ADB to include it in the financed portfolio 2013. However, according to regulations, ADB only considers funding new loan provided that the implementation and progress of the ongoing and signed projects. Due to the implementation of 02 projects: Power Transmission Investment 1, 2 has not progressed much  and the Project Detailed Outline (PDO) of Power Transmission Investment 3 has not been approved by the Government of Vietnam,  ADB only can include it in the list of loan financing list of 2014. (In order to be included in the list of 2013, PDO should be approved no later than March 31, 2013).
 
3.     Hanoi, Ho Chi Minh Grid (Loan and technical assistance): will be withdrawed from loan list of 2013 and will be included in the list of 2014 due to PDO of the Project Preparation Technical Assistance (PPTA) has not been approved by the Government of Vietnam. (According to regulation, PDO of PPTA must be approved prior to assessment and evaluation the feasibility of project by ADB consultants. Next, project PDO will be prepared and submitted).
 
All investment owner committed to complete the required documents by ADB to ensure the above mentioned projects will be included in the financing list of 2014 and approved by ADB (PDO will be approved by the Government of Vietnam in December 2013 as latest,  Loan Agreement will be signed in January 2014). The ADB Country Program Mission and MOIT,  EVN  also committed to supporting investors in relating issues within their powers and abilities to assist investors in capital mobilization as fast as possible.
