ADB’s project completion review mission for tranches 1, 2 worked with EVNNPT and its subsidiaries

​From 30/11 - 05/12/2016, the Project Completion Review Mission for Tranches 1 and 2 of the Asian Development Bank has been working with the National Power Transmission Corporation (EVNNPT) and the North, Central and South Power Project Management Boards (NPMB, CPMB and SPMB).

The 2 Loans of tranches 1, 2 financed by the Asian Development Bank (ADB) have been in the last stage. Tranche 1 has expired on November 30, 2016 and Tranche 2 will be expired on December 31, 2016. To review and evaluation the implementation of these 2 loans, ADB has assigned the Project Completion Review Mission to work with EVNNPT and its Board of Managements as well as visiting the sites of all subprojects under the above mentioned 2 tranches.

The Mission consisted of Ms. Hyunjung Lee – Mission Leader; Ms. Minnie Ramas – Project Analysts; Ms. Renalyn Padilla - Senior Operations Assistant from Southeast Energy Division and Mr. Au Minh Tuan - Senior Project Officer from Vietnam Resident Mission.

The objective of the Mission was to check and collect information which were related to the implementation of projects such as: (i) The information, project outputs and actual cost of the projects including government counterpart; (ii) Update the compliance status of loan covenants including social and environmental safeguards; (iii) Make a preliminary assessment on the project benefits, compare the actual effect with the original design of the project...

After the kick-off meeting in the morning of November 29, 2016, the Mission has gone to Ho Chi Minh City to work with CPMB, SPMB and EVNNPT’s representative from November 30, 2016 to December 1, 2016. Right after the exchange ideas relating to the actual situation of the project implementation, actual cost of the project over the estimate, existences and causes ... the Mission has visited sites of all subprojects: 500kV Cau Bong substation; 220kV Phu My 2 and Uyen Hung substations as well as the right of way of the 500kV Pleiku - My Phuoc - Cau Bong and 220kV Uyen Hung - Song May transmission lines.

The Mission has worked with NPMB and visited the 500kV Pho Noi substation and 500kV Bac Ninh 2 – Pho Noi transmission line in the morning of December 2, 2016.

Wrap-up meeting at EVNNPT

The Wrap-up meeting was held at EVNNPT’s Head Office and chaired by Vice President of EVNNPT – Mr. Vu Tran Nguyen.

Ms. Hyunjung Lee - Mission Leader said the projects met ADB’s basic requirements on environment, society, and complied with the covenants signed in the Loan Agreements. All subprojects have been operating stably and contributing to the regional economic development as well as the whole country. Most of the substation has been operating at full load, except the 220kV Phu My 2 substation just has operated at about 20-30% capacity due to the behind schedule of Phu My 2 Industrial Zone. However, Ms. Hyunjung Lee suggested EVNNPT to pay attention on handling minor outstanding issues relating to compensation and resettlement of some households of the 220kV Bong - Hoc Mon and Binh Tan Branch transmission line and 500kV Pho Noi substation. Besides, Ms. Hyunjung Lee also proposed ADB and EVNNPT should cooperate more closely in the project preparation phase when calculating the cost of the project to ensure the effectiveness of the loan, minimize capital surplus after the bidding due to the estimated cost has significant difference compared to the actual bidding value of some packages.

At the meeting, Vice President of EVNNPT Vu Tran Nguyen expressed his thanks to the support of ADB as well as Ms. Hyunjung Lee and the Energy Team in recent years. Vice President Vu Tran Nguyen committed to cooperate closely with ADB in the preparation as well as implementation of projects and organize monthly meetings with ADB to promptly handle existing and raised problems, ensuring projects are implemented quickly. He also wants to continue to receive the assistance and support of ADB in the development of Vietnam power transmission network./.​
