Chairman of EVNNPT’s Management Board works with Belgium’s Power Transmission Corporation (ELIA)

​​At Brussels – capital city of Kingdom of Belgium, Chairman of EVNNPT’s Management Board Dang Phan Tuong and delegation of EVNNPT’s mission had a 2 day working with Belgium’s Power Transmission Corporation (ELIA).

​This is the 1st high level working session of leaders of 2 Corporations to share, learn experiences and discus about cooperation possibilities.

Receiving and working with EVNNPT’s mission, ELIA includes Mr. Marcus Berger – Vice President of ELIA; leaders of ELAI’s functional departments; Director, Vice Directors and leaders of functional Departments of Elia Group International (EGI).

At the meeting, ELIA representatives made presentations on organizational structure, issues faced in power transmission and power transmission systems in Kingdom of Belgium and Europe.

ELIA is a Power Transmission Corporation of Belgium, belongs to ELIA Group – is one of 5 top power transmission corporations in Europe and one of 15 top power transmission corporations in the world. ELIA is responsible for management, operation and dispatch of entire power transmission system of Belgium, at power voltage level from 150 kV to 380 kV. ELIA also manages entire power grid system at medium-voltage level of 30 kV to 70 kV in Belgium. ELIA’s customers include of regional power distribution companies, power plants and large industrial zones. At present, ELIA has a total 1,229 employees, managing and operating 8,432 km transmission line and underground cable, 800 substations, of total capacity of 22,259 MVA in entire Belgium. ELIA’s power transmission system connects with transmission systems of many countries that share borders with Belgium including England, Germany, Holland, etc...

ELIA has consultation experiences on modern and advanced solutions for global customers in the following fields: development strategies, assets management, unmanned substations, power system operation, international power connection, including High Voltage Direct Current (HVDC) solution, recycle energy connection into power system, etc…

Mr. Marcus Berger and leaders of functional departments have introduced ELIA’s organizational model and operation activities as follows:

- Organizational model: ELIA is a joint stock company, with 45.22% share belonged to local authorities; 2.52% is public investment sources and remaining 52.26% is the free-float stock. ELIA operates in accordance with Law on Electricity of Belgium and is under control by a Independent Electricity Regulatory Agency.

- Assets management: ELIA is a top-rank consulting agency and highly focuses on asset management. ELIA has issued the Key Performance Indexes (KPIs) in this field to make assessment and comparison with Transmission System Operators (TSOs) in Europe and in the world.

- Live working: formerly, ELIA applied live working for transmission lines and substations. However, since 1995, live working has been stopped by ELIA because ELIA’s transmission system has met n-1 requirement, which means that whenever power cut-off is done in a transmission line or a substation for maintenance or repair, the power supply for load centres is not affected. However, the existing design of substations still allows live working, if necessary. Expectedly, in the next 5 years, when some nuclear power plants stop working, ELIA will continue applying live working because of the unstable power sources.

- Key Performance Indexes (KPIs): ELIA has 8 KPIs to assess activities, with priority identified.

- Unmanned substations: at present, 100% ELIA’s substations are unmanned. ELIA signed contracts with local authorities for substation protection.

- Maintenance, repair, testing, troubleshooting, training: ELIA has a centre to cover all these tasks. The centre has 4 subsidiaries in charge of 4 regions in entire Belgium territory, which are responsible for all maintenance, repair, testing, troubleshooting for transmission lines and substations in their dedicated regions. This centre provides training for ELIA’s technical staff and workers.

- Power loss in the system from voltage level of 150kV to 380kV is 1%.

- Construction investment: ELIA has 1 engineering centre, which is responsible for designing and managing the construction investment projects, only the civil works and equipment are out-sourced. When selecting equipment suppliers, ELIA carries out selection in a short list of the big suppliers in order to ensure equipment quality and synchronization in the system. In average, the engineering centre implements 250 projects, annually.

- Power transmission tariff: transmission tariff is agreed upon and decided by ELIA and Electricity Regulatory Agency. It is revised every 4 years. At present, power transmission tariff accounts for 10% of the average retail power price.

In the meeting, EVNNPT’s mission introduced its organizational structure and businesses. Chairman Dang Phan Tuong honestly thanked leaders and representatives of ELIA Group, ELIA, EGI for the meeting. He also revealed that EVNNPT is carrying out proposal on formulation of EVNNPT’s development strategy to year 2025, with orientation to year 2035. EVNNPT’s objectives are that it will become one of 4 leading transmission service providers in ASEAN, a top transmission service provider in Asia and reach the advanced knowledge on power transmission in the world by 2020, 2025 and 2035, respectively. To gain these objectives, EVNNPT needs to learn experiences from others including ELIA, in the following fields: assets management; live working; remote control centre and unmanned substations; KPIs, operation, maintenance, repair, testing, training, research and development, etc…

ELIA Group’s leader said that EVNNPT and ELIA have similar characteristics, they are responsible for managing and operating entire power transmission system of the country. To help EVNNPT to gain objectives mentioned by Chairman Dang Phan Tuong, ELIA Group’s leaders confirmed to support, share experiences and cooperate with EVNNPT in all businesses and activities. In coming time, ELIA will assign experts to come to EVNNPT to learn more about Vietnam’s power transmission network and EVNNPT’s businesses in order to support EVNNPT in providing solutions on upgrade and modernization of it as well as increase of its operation efficiency. ELIA will organize workshops to help EVNNPT’s technical staff to understand the advanced technologies in power transmission in Europe.

Chairman Dang Phan Tuong honestly thanked ELIA Group’s leaders, leaders and representatives of functional departments of ELIA, EGI, who have shared  experiences in management, operation of transmission system. He expected that ELIA will continue sharing information, data and experiences in power transmission for EVNNPT, in coming time./.
