At the meeting, Mr. Cristian
PIRVULESCU expressed the sincere thanks for the hospitality extended by EVNNPT
and introduced about TEL’s organizational structure and operational activities.
He revealed that TEL includes 5 subsidiaries which are region-based manageable
and focus on 3 main aspects: (i) power transmission including operation,
maintenance and investment in transmission grid, interconnection with
neighbouring countries; (ii) dispatch services, with system monitoring
function, making plan to ensure power use supply and demand; (iii) market
reconciliation based on assessment and settlement of unbalance of power grid
when there is a temporary unbalance between power use supply and demand. At
present, TEL manages and operates 8,834 km transmission line and 81 substation
from 220 kV - 400 kV, in which most of substations are automated and required 1
– 2 people/substation. There are different aspects in Rumanian power sector:
generation, transmission and distribution, in which power transmission is a
state-owned, monopolistic and managed by TEL. TEL pays high attention on
high-tech application as well as investment and development of smart grid in
order to ensure safety and efficiency of power transmission grid.
EVNNPT’s Chairman of Management
Board Dang Phan Tuong revealed that the transmission systems of the 2 countries have
many similar characteristics including investment, operation and maintenance of
national high voltage power transmission grid; the subsidiaries are in
region-based and monopolistic operation. At present, EVNNPT manages and
operates 23,156 km transmission line and 125 substation from 220 kV - 500 kV. However,
not many EVNNPT’s substations are automated, which require about 17 – 20 people
for operation in each substation. Therefore, capacity building for EVNNPT’s
staff is very important for EVNNPT so that EVNNPT can reduce its human
resources and step by step formulate the unmanned substations and develop a
smart grid.
Chairman Dang Phan Tuong emphasized
that with target on becoming a leading transmission service provider in Asian
by 2025 and one of the global leading transmission service provider by 2035, EVNNPT expects
to learn experiences from Rumani and the regional and international countries.
He proposed TEL to provide support, share experiences and bridge EVNNPT with
the European power transmission utilities.
Besides, EVNNPT is facing some
difficulties: failures to transmission grid by lightning, high power loss due
to the complicated topography; power transmission system is always in full-load
or over-load operation because power generation is one-step behind… Therefore, the
limitation of failures caused by lightning, reduction of power loss and live
working are of top priorities by EVNNPT. Chairman Dang Phan Tuong expects
that TEL and EVNNPT will have a close cooperation to settle such issues.
At the conclusion of meeting,
EVNNPT’s Chairman Dang Phan Tuong and Mr. PIRVULESCU expected that the
cooperation between EVNNPT and TEL will be further developed in future./.
