Kon Tum – Gia Lai Power Transmission: Strengthening the secure operation of power transmission grid in 2011 dry season

In 2010, the rainfall of Kon Tum province was lower than that of many years, forcasting a long-lasting and severe dry season which badly affects the management and operation of the 500kV transmission line under its management in coming time. ​

Kon Tum- Gia Lai Power Transmission has the responsibilities for managing and operating the  total length of 248km of double-circuit 500kV transmission line, in which circuit 1 from Point 1972 in Lo Xo pass bordered with Quang Nam province to Point 2307 at beginning of the 500kV Pleiku substation  in Chupah district of Gia Lai province; circuit 2 from Point 01 at beginning of the 500kV Pleiku substation to Point 235 in VioLak pass bordered with Quang Ngai province run through the primary natural forests, replanted forests, to the rubber farms, where farmers have to cultivate in terrace and some transmission line sections run in boundary areas of Lao, Cambodia which are far from the residential areas.
 
From beginning of 2011 dry season, Gia Lai-Kon Tum Power Transmission has issued many documents to instruct its subsidiaries to check, settle the shortcomings and carry out the Fire Protection and Control in the entire 500kV transmission line route, to clear and move the inflammable substances away from the route of way (ROW) to ensure a secure distance. For the critical areas which are in danger of burning, clearing of both side of ROW is required, especially attention should be given to the transmission line sections run through Iakhuoi commune of Chupah district, Gia Lai province, Daklong and Dakman communes ofDaklei district, Dakruong commune of Kon Ray town, Dakrve commune of Konrei district, Kon Tum province, because where there is a high danger of burning due to the dry weather and the custom of slash and burn by the native farmers, affecting directly the operation of the transmission line.
 
In addition, attention has been given to the propaganda, communication, signing cooperation commitment with the Farm Units, Commune People’s Committees (CPCs), forest owners and households located in the transmission line route, the mobilization of local people, ethnic minorities people who often do the slash and burn, in accordance with Decree No. 106/2005/NĐ-CP by the Prime Minister on secure protection of high voltage power transmission projects, Decree No. 35/2003/NĐ-CP by PM, Circular No. 04/2004/TT-BCA by Ministry of Polices on Fire Protection and Control in order to ensure the secure distance for the 500kV transmission line, without any inflammable substances existing in the ROW.
 
Besides, the frequent examination, monitoring of Fire Protection and Control is done, requiring the subsidiaries to provide every 2 week report on situations of ROW in the critical areas to PTC. Clean and clearing is done to extend the secure distance in both side of ROW in the critical areas, mountainous areas, the areas that do not affect the compensation paid to farmers. A combination is done with the Security Units to check the protection tasks, require the Security Unit to ensure sufficient number of staff in the protection points, strengthen the protection, examination, close moinitoring of the slash and burn by local farmers, strengthen the national defence and make prompt report on the destructive activities to ensure the secure operation of the transmission line.

So far, our operation of transmission grid in  has been ensured, with no positive breakdowns or accidents despite that it is now dry season in Central region and the fire and burn can occur easily.  At present, the unit provides timely instruction and guidance on Fire Protection and Control in the transmission line sections under its management, timely settles the shortcomings to ensure the secure and stable operation of the transmission line in order to serve the socio-economic development of the region, in particular and the country, in general.
