CPMB: organizes a workshop to discuss the measures on deployment of construction investment, management and execution.

Continuing the success of the 2013 Investment Conference of the National Power Transmission Corporation (EVNNPT), on 2nd - 3rd, May 2013, the Central Power Projects Management Board (CPMB) organized a workshop to discuss the measures on deployment of construction investment as directed in Instruction No. 1239/CT-EVNNPT dated April 22nd 2013 by EVNNPT’s President and CEO, as well as settle the difficulties in the management and execution of CPMB. The workshop was hosted by Mr. Nguyen Duc Tuyen – CPMB’s Director. All the core people and staff of CPMB attended the workshop.  ​

Directing at the Workshop, Mr. Nguyen Duc Tuyen – CPMB’s Director indicated the advantages, difficulties and challenges in the investment management, including the preparation for investment, construction, compensation, site clearance, finance arrangement, commence and energization, difficulties in the untransferred projects, equipment supply, completion of payment in projects; difficulties in management and execution of subsidiaries. The workshop aims at making a comprehensive, accurate and unbiased assessment on the achievements gained in 2012, indicating the difficulties and constraints in the project management, the coordination among the divisions, the direction given to the divisions by the Director, Vice Directors, etc...; The workshop’s presentations focused on recommending solutions for step by step completing and improving the management and execution tasks.

The workshop has brought in the actual achievements which consolidate the responsible working spirit of the collective, individuals, increase the responsibilities in management, execution, ensuring the access of information from leaders to staff. The workshop also step by step improves the coordination among the divisions, brings into play the capacity, strong points applied by staff to the assigned tasks.
Year 2013 continues to be a difficult year for the investment in construction by EVN, EVNNPT due to the variable international and national economy. Many difficulties must be settled, include finance mobilization, completion of assigned tasks by any ways, with a plan of investment capital of VND 4,468 billion, commissioning of 04 projects, commence of 09 projects, submission and approval of 09 investment projects, submission and approval of technical design of 11 projects, preparation of report on payment completion for 22 projects, issuance of Audit reports and submission to EVNNPT for appraisal and approval of payment completion for 31 projects. Especially, the line stringing for 500kV Pleiku-My Phuoc – Cau Bong transmission line, an urgent project supplying power to the South from 2013 will be expectedly completed by December 2013. Therefore, a detail plan on every implementation phase of project, the assessment of results and gained experiences must be done in order to find out the concrete solutions for pushing up the progress of completion of assigned targets. They are always the 1st prioritized tasks by CPMB’s leaders and staff.   

Together with the gradual completion of construction investment, CPMB always pays attention to the review and supplement of regulations to ensure the good management and execution. Those are the regulations on functions and tasks of divisions, the internal expenditures; salary payment; complete the regulations on manpower and rotation of manpower; supplement regulations on practising thrift for anti-waste in internal expenditures and construction investment; arrange the manpower in different divisions to make it appropirate with the project implementation phase, in which priority is given to the urgent projects; bring into play and multiply the technical improvement initiatives in the project management; push up the administration reform; strengthen disciplines and rules in the management and execution in the units and project sites, strictly settle the disciplines and working regulation violated behaviours, consider to lower the achievement coefficient, lower the salary level or set out disciplines for the violated individuals, collective, especially the violations caused by subjective reasons.
 
With the experiences on project management, CPMB’s leaders and staff bring into play the  creative working spirit, efforts, dynamism to complete the tasks and plans assigned by EVNNPT in 2013.
