EVNNPT organizes the 10th anniversary of establishment (1/7/2008 - 1/7/2018)

​On July 4th 2018, in Hanoi, the National Power Transmission Corporation (EVNNPT) solemnly celebrated its 10th anniversary (July 1, 2008 - July 1, 2018). This is a very important event to look back on the 10 years of overcoming difficulties and challenges, building and developing EVNNPT, with many great and comprehensive achievements gained and defining the direction, tasks and development strategy in the next stage.

Participation in the anniversary includes Mr. Hoang Quoc Vuong – Vice Minister of Industry and Trade, Mr. Duong Quang Thanh – Party Secretaty, Chairman of Board of Directors of Vietnam Electricity (EVN), Mr. Dinh Quang Tri – Vice President and in-charge of President and CEO of EVN, the Board of Directors and Executive Board of EVN; representatives of Labour Union of EVN. EVNNPT’s participation includes Mr. Dang Phan Tuong – Party Secretary, Chairman of Board of Directors; Mr. Nguyen Tuan Tung – President and CEO; the Board of Directors; the Executive Board; leaders of functional Departments; leader of Labour Union; leaders of Party Bureau; leaders of subsidiaries; leaders of regional Power Transmission branches. Besides, participation in the anniversary also includes the former leaders of EVN, EVNNPT and subsidiaries of EVNNPT of different periods; leaders of relevant units and partners of EVNNPT

Making a report at the anniversary, Mr. Nguyen Tuan Tung – President and CEO mentioned the challenges, difficulties and big achievements gained by EVNNPT over the past 10 years. He said EVNNPT was established at the time when the world economic was in crisis, Vietnam’s economy had many obstacles, and EVN had many difficulties on investment cost and finance, the power loss and power shortage occurred in wide area. Together with those difficulties, from starting its operation, EVNNPT had to face many challenges such as: the national power transmission system has not met the demand, the power overload occurred in all 3 country regions: North, Central and South, with high danger of system failures; The transmission tariff was too low, accounting for only 6% of power price, whereas it normally accounts for 10 -12%, in other countries. Therefore, EVNNPT was in shortage of fund for investment; The required progress of investment projects are intensive, especially the progress of transmission projects synchronized with generation projects. Many projects have been behind scheduled, whereas the compensation and site clearance met with many difficulties; The demand on fund for investment was increasing day by day, while the depreciation fund was sufficient only for repayment of principal and interest, the mobilization of capital was very difficult; The financial indicators were negative, which have not met requirements of lenders, donors and regulations of Ministry of Finance.

Facing such difficulties and challenges, the leaders and staff of EVNNPT have made the best efforts, step by step settled the difficulties to complete well the tasks given by Party, Government and EVN. The transmission grid developed strongly, both in scope, quality and technologies. By now, EVNNPT manages and operates 24,423 km transmission line (including 7,503 km and 16,920 km at 500kV and 220 kV), increased by 2.22 times compared with those of establishment of EVNNPT; 142 substations (including 28 and 114 substations at 500kV and 220kV, respectively), with total transformer capacity of 82,438 MVA, increased by 2.29 times on number of substations and 3.72 times on total capacity compared with those of time of establishment of EVNNPT. The power transmisson system has reached all nation-wide provinces and cities interconnecting to the transmission utilities in the region, with modern technologies such as multi-cuircuit transmission lines, multi-voltage level, 220kV underground cable, 220kV GIS substations, unmanned substations, computerized control system, fault location system, online oil monitoring system, SCADA, etc,…At present, the scope of EVNNPT power transmission system ranks in top 3 of ASEAN countries, and top 8 in regard of transmission line length in 24 Asian transmission utilities, ranks top 4 in ASEAN and top 11 in 24 Asian power transmission utilities in regard of transformer capacity. 

Basically, EVNNPT operates the transmission grid in a secure, uninterrupted, stable manner, has transmitted securely 1,201.2 billion kWh, with the average growth rate of 10.95%/year, contributing, together with EVN, to ensuring the power supply to the socio-economic development of the country over the past years.

In reducing power loss, despite the 500kV North-South transmission line always has high rate of transmission to ensure the power supply to the South, which impact strongly the power loss in the transmission grid, EVNNPT implemented well and integratedly the solutions in management, operation, construction investment, measurement management and power receipt and delivery for reducing the power loss. The power loss results in power transmission grid was reduced from 3.14% in 2019 to 2.45% in 2017. With this result, the power loss of EVNNPT’s transmission grid has been similar to that of the transmission utilities of advanced countries such as RTE of France, Elia 50 HZ (Germany), REE (Spain), PSE SA (Polland), Transgrid (Australia), KEPCO (Korea), TEPCO (Japan). Over the last 10 years, the construction investment became complicated, especially in compensation and site clearance, EVNNPT has always made efforts to complete a huge amount of investment projects, put into operation and energize 470 transmission projects.

With the strong investment and development of last 10 years, by now, the power transmission grid has overreached to all national-wide cities and provinces, interconnected to the regional countries: China, Laos, Cambodia and plays a significant role as a backbone of Vietnam’s power system to supply power to the socio-economic development of the country. Especially, the 500kV transmission system has developed rapidly and actually plays a crutial role to the transmission lines from power load centre and big power plants, the 500kV ring circuit at the Northern and Southern areas.

Over the last 10 years, the power transmission system has developed rapidly, with capacity transmitted of over 1.2 times of total transmission line length, over 1.3 times of substation and over 2.7 times total transformer capacity of the transmission grid invested in more than 30 years before the establishment of EVNNPT. This achievement has contributed greatly to EVN’s power supply to the high rate socio-economic development of the country in the past 10 years.

To continue bringing into full play the gained achievements and complete well the assigned mission in ensuring a secure, uninterrupted, stable power transmission for the country’s socio-economic developemnt, and follow the right track ahead, get a ranking in the region and the world, on March 6th 2018, the Board of Directors issued a Decision No. 338/QĐ-EVNNPT on approval and issuance of EVNNPT’s Development Strategy to the year 2025, with vision to year 2040. Under this Strategy, the main development objectives and orientation of EVNNPT in coming time will be as follows:

Vision and objectives:

To develop EVNNPT and become one of top 4 in ASEAN countries by 2020, become oem of top 10 in Asian countries by 2025 and gain the advanced qualification in power transmission in the world by 2030.

Concrete objectives from now to 2020

According to the concrete objectives set out in EVNNPT’s Development Strategy and the business plan and 5 year development plan in period 2016-2020 approved by EVN, the concrete objectives of EVNNPT to year 2020 include:

(1)  Power transmission capacity to be reached 219.2 billion kWh by 2020. The average growth rate to be reached 9,67% in 2018-2020 period.

(2) Power loss to be ≤  2.15% by 2020

(3)  Number of incidents/100km: ≤ 0.5 incident/100 km transmission line by 2020. The average time for fault clearance ≤ 30 minutes. Total unserved transmission capacity ≤ 0,0038%.

(4)  Investment in power transmission grid: in period 2018-2020, to complete and put into operation 172 projects (including 38 projects at 500 kV and 134 projects at 220 kV), with total transformer capacity increased by 35,262 MVA and transmission line length increased by 6,976 km. Total investment cost of VND 66,332 billion.. Of which, investment is to focus on ensuring progress of the significant transmission projects in order to increase the capacity of the North-South transmission system (including the 3 phase 500kV transmission line from Vung Ang to Pleiku 2; the 220kV Dong Hoi – Dong Ha – Hue 2nd circuit transmission line); The transmission projects to evacuate capacity of power plants (the 500kV projects to synchronize the power centres of Vinh Tan, Long Phu, Song Hau, the 220kV projects connected to the small-scale hydropower plants in North-West area); The projects supplying power to the big load centre of Hanoi, Ho Chi Minh cities and the focal economic areas. EVNNPT focused on implementing the circuit 3 500kV transmission line, with an aim to start it in Quarter 3/2018 and put it into operation in 2019 to ensure the power supply to the South from now to 2020 and subsequent years, in the context that the generation projects in the South are behind schedules. 

 (5) Financial indicators: to gain the following indicators: (i) short-term liabilities >1; (ii) Debt/equity ≤ 3 times; (iii) Capital preservation ratio ≥1; (iv) Ensure business activities with profit and overplaned; (v) Self investment  ≥ 25%.

 (6) Productivity indicators by 2020: (i) productivity based on transmission: ≥ 32.66 million kWh/person; (ii) productivity based on number of labourers/km transmission line: ≤ 0.211 person/km; (iii) productivity based on number of labourers/MVA: ≤ 0.060 g/MVA.

To reach such targets, in EVNNPT’s development strategy to year 2025, vision to year 2040, EVNNPT has set out the solutions to implement in 7 main groups: (i) Technological science; (ii) Construction investment; (iii) Operation management; (iv) Structure organization; Human resources development and enterprise administration; (v) Finance and fund mobilization; (vi) Propaganda information, Community relations and International Relations; (vii) Environment protection and climate change response. The action plan has been made for each period and it is now focusing on implementing the solutions, criteria set out in plan in order to complete well the assigned tasks, as well as to gain the targets set out in EVNNPT’s Development Strategy.

Making a speech at the anniversary, Mr. Duong Quang Thanh – Chairman of Board of Directors of EVN praised the achievements gained by EVNNPT’s leaders and staff over the last time, such as ensuring the securem operation of transmission grid in the whole country. The progress of investment projects has met the requirements, ensuring the evacuation of capacity of power plants, meeting the load demands in the entire country.

EVN Chairman Thanh requested EVNNPT to continue strengthening the technical and operatioon management, step by step automation in substations management and operation; modernization of SCADA system; research and application of the industrial revolution 4,0 oriented to become the leading transmission service provider in Asia by 2025.

Especially, EVNNPT needs to make a long-term financial plan to ensure and develop the sources of fund; focus to implement the methods on increasing the production efficiency, formulation of a strong human resource to meet the increasing demands in operation and management of transmission grid./.
