​On 25th January 2014, Vice Minister of Industry and Trade Le Duong Quang visited, checked the preparation of power supply in lunar new year days (Tet days) and celebrated staff and workers of the 220kV Mai Dong substation, which is under Power Transmission Company No. 1 (PTC1), National Power Transmission Corporation (EVNNPT). Accompanying Vice Minister Le Duong Quang, there were Mr. Dang Huy Cuong – Director of Electricity Regulatory Authority of Vietnam (ERAV) and leaders of relevant agencies.Receiving and working with Vice Minister Le Duong Quang in the 220kV Mai Dong substation, there were Mr. Dang Hoang An – Vice President of Vietnam Electricity (EVN), Mr. Dang Phan Tuong – EVNNPT’s Chairman of Management Board; Mr. Nguyen Manh Hung – EVNNPT’s President and CEO; Mr. Nguyen Duc Cuong – EVMMPT’s Member of Management Board; Mr. Vu Ngoc Minh – EVNNPT’s Vice President; leaders of functional Departments of EVNNPT and leader of PTC1.

Vice Minister Le Duong Quang granted gift to the operator of substation on lunar new year occasion

The 220kV Mai Dong substation is one of important substations to supply power to Ha Noi city. It includes of 2 component substations at 110kV and 220kV voltage level which is a transmission substation and distribution substation. At present, it transfers power from a double circuit 500kV Thuong Tin substation to Hoang Mai, Hai Ba Trung and surrounding districts. All load of the substation are important. At present, the substation has three 220kV transformers of capacity of 250 MVA and three 110kV transformers of capacity of 63+40+63 MVA.

 Mr. Pham Le Phu – Director of PTC 1 made a report on ensuring power supply security in Tet days.
Mr. Pham Le Phu – Director of PTC 1 revealed that in order to ensure a stable and safe power supply in Christmas day, new year and lunar new year 2014, PTC1 directed its units to be initiative in repairing, maintaining transmission line, arrying out periodical test of substation to maintain and clean insulators. It requires units to strengthen checking, settlement of failures of equipment; scrutinize the heating of transmission line routs, especially the joints, swivels which can be in danger of heating; scrutinize the frequency protection, especially for the transmission lines and substations which are in full-load or overload operation. Ensure the spare materials and equipment to be used in case of failures occured. Repair to put the specially dismissed system into operation, check the island separation system to ensure power supply to “Hanoi island” by 2 toubines of Hoa Binh hydropower plant whenever problem occurred to the Northern power network, low frequency protection inspected to be operated well. Periodically use of locally power-discharged testing equipment for early finding out any problems.
Organize propaganda to prevent any violation to the right of way such as flying kite, firecracker shoot, curiousity throw made by children. The fire protection and treatment system of substations must be always in good operation and ready to work. The right of way of 500kV transmission lines are checked frequently; power failures of transmission line route are settled; Especially, the units have prepare sufficient materials, equipment, human resources to be responded to any failures in order to recover  power supply at soonest time. Arrange staff to work in shifts ensuring that operation is carried out 24/24 hours. Coorperate with local police to ensure a good security in substation area during Tet days. Ensure the the direct communication (direct phone-call) from National Load Dispatch Centre (A0), the Northern Load Dispatch Centre (A1) to the 500kV, 220kV substations, the power transmission companies. The options on power supply  during the lunar New Year days have been established, with 24/24 hours arrangement for failures settlement.

Vice Minister Le Duong Quang highly appreciated the initiatives of EVN, EVNNPT and subsidiaries in ensuring power supply. However, there are many difficulties in power sector, especially the pressure on investment funds, price policy, site clearance. Therefore, the power sector, in general and EVNNPT, in particular needs to strive its best to complete the tasks of power supply to production activities and Tet days as well. The Vice Minister confirmed that at present, transmission grid is in full-load and overload operation in many areas, the tasks of transmission companies are to operate well in whole transmission line and transformers in order to contribute to ensuring a stable, secure and reliable supply of power, especially in lunar New Year occasion. Therefore, the transmission companies should find out all measures to overcome and limit failures. Vice Minister Quang required the units to arrange sufficient human resources, equipment, with spare measures to ensure a stable power supply during the Tet days; scrutinize ang check equipment, the locations where failures occurred easily, will various alternatives on failures settlement. Besides, Vice Minister Quang recognized the recommendation by EVN, EVNNPT on some critical issues to find out solutions. He revealed that Ministry of Industry and Trade (MoIT) is directing to increase transmission tariff in order to create favourable financial conditions for EVNNPT; ready to support in settling difficulties on site clearance for pushing up the progress of urgent projects, ensuring power supply in dry season of 2014 and subsequent years.
