From 10th to 20th June 2007, the President  & CEO of the National Power Transmission Corporation (EVNNPT) Vu Ngoc Minh led the Corporation's Delegation to work with the World Bank (WB), The US Trade Development Agency (USTDA), the Clean Technology Alliance and the General Electric Company (GE) in the United States. The purpose of the trip is to maintain existing partnerships, study new technologies and learn about experiences in operation and development of the advanced transmission grids, and seek opportunities for cooperation in the coming time with the US partners.

On June 12th 1977, Mr. J. Thomas Ranken, President of the CleanTech Alliance received the Delegation in Seattle, Washington. At the meeting, representatives of CleanTech Alliance introduced and shared some information about power transmission systems in the  Washington State and the northwestern of the United States such as: Total length of transmission line and available voltage levels ; Electricity tariff and power transmission charge; Structure of power sources in the area; Energy efficiency, customers; Mechanisms and policies for operating the power transmission system ... CleanTech Alliance is representative of more than 300 organizations in the United States. It involves in all aspects of economic and community development through the role and activities of the Alliance in the areas of: planning, infrastructure development (including electrical infrastructure), housing, business support ... This is the first time EVNNPT has gotten in touch with this organization in order to establish focal points and seeking for potential cooperation with members of the Alliance in energy and power transmission sector as well.

On June 15th 2017, the Delegation worked with USTDA in Washington D.C. At the meeting, Mrs. Enoth Ebong - Deputy Executive Director was pleased to hear that the results of grants provided by the USTDA to EVNNPT (study tour to the US in 2011 to find out and start cooperating with certain US enterprises; Technical Assistance in 2014 to set up an information technology roadmap for EVNNPT) has been applied and maintained effectively by EVNNPT to date. Both sides also discussed the content of the US study tour that USTDA agreed to provide for EVNNPT based on the ideas and training needs of EVNNPT. It is expected that the study tour will provide practical technical training for about 15 employees of EVNNPT in the US in October 2017 with the topics of:  solutions for installation of FACTS equipment; calculation of reactive power compensation to ensure the voltage quality and reduce losses; set up lightning map locate lightning; improve labor efficiency by modern technology; SVC and HDVC technology, lightning warning technology; low loss conductor. The total funding provided by USTDA for the study tour is about USD 155,000. The USTDA has now drafted the program and carried out further preparatory. The USTDA highly appreciated the cooperative relationship with EVNNPT and affirmed that it would continue to support EVNNPT in the time coming.

At the meeting with the WB in the afternoon of June 15th 2017, the Delegation discussed the implementation situation, especially the difficulties in compensation and site clearance of the existing projects. In the context of ODA resources is more and more limitation along with the government's policy of public debt tightening, to optimize the use of loans and to ensure timely investment for the development need of power generation and transmission projects, the Delegation proposed WB to consider the possibility to allow EVNNPT borrowing money in term of direct credit with non-government guarantee. On WB side, Madam Victoria Kwakwa - Vice President for East Asia and Pacific, former WB Country Director in Vietnam, agreed to consider the proposal of EVNNPT Delegation. The WB will soon work concretely with EVNNPT to unify its approach and capacity assessment as the basis for discussions with the Vietnam Electricity (EVN) on this issue. In addition, the WB also shared the technical with the Delegation through presentations and discussions with WB experts on topics of renewable energy integration and strengthening competence of the power system in Vietnam.

On June 19th 2017, in New York, the Delegation continued to work with GE experts to learn about High Voltage Direct Current (HVDC) technology as well as practical experiences which have applied this technology in projects that implemented by GE. The presentation and discussion with GE experts have brought a lot of useful knowledge and information for the research and selection of technology to apply on the Vietnam power grid.
