GENERAL INTRODUCTION
PARTY COMMITTEE OF THE NATIONAL POWER TRANSMISSION CORPORATION
I- Background and Establishment
The Party Committee of the National Power Transmission Corporation (EVNNPT) was established by the Standing Committee of the Vietnam Electricity (EVN) Party Committee under Decision No. 11-QĐ/TVĐU dated August 20, 2008. Simultaneously, the EVNNPT Party Committee was assigned the task of receiving party members, stabilizing the organization and operations, and developing a plan to establish a vertical Party Committee for EVNNPT. After the plan was approved by the Central Organization Commission and the Party Committee of Central Enterprises, on January 22, 2009, the Standing Committee of the EVN Party Committee signed Decision No. 37-QĐ/TVĐU establishing the EVNNPT Party Committee directly under the EVN Party Committee.
Since its inception, the EVNNPT Party Committee has quickly stabilized its organization and operations, growing continuously: In March 2009, it completed the reception of 7 grassroots party committees under its jurisdiction; on August 14, 2009, it was granted certain powers of a superior party committee by the Party Committee of Central Enterprises. On October 6, 2009, the EVNNPT Party Committee decided to establish party building commissions (Office, Organization Commission, Propaganda Commission). On August 15, 2017, the Party Committee of the Power Transmission Technical Services Company (NPTS) was established, and on September 4, 2020, the Party Committee of the Power Transmission Project Management Board (NPTPMB) was established as the 9th grassroots party committee within the EVNNPT Party Committee.
The EVNNPT Party Committee successfully organized its first Congress on June 20-21, 2010; the 2nd Congress on June 25-26, 2015; the 3rd Congress on June 23-24, 2020; and the 4th Congress on April 27-28, 2025.
II- Functions, Tasks, and Operational Results
Performing the functions and tasks of a party organization in a state-owned enterprise, over the past 16 years, the Party Committee has led EVNNPT to seize opportunities and overcome all difficulties and challenges, successfully fulfilling tasks in political, ideological, organizational, and ethical aspects.
The 4th Representative Congress of the EVNNPT Party Committee was conducted under the motto: "Solidarity - Democracy - Discipline - Breakthrough - Development," with the theme: "Enhancing the comprehensive leadership capacity of the Party, building a clean and strong Party Committee; streamlining the organization and apparatus and developing high-quality human resources; making breakthroughs in the application of science, technology, and digital transformation; ensuring safe operation, playing a leading role in the sustainable development of the National Power Transmission System."
The Congress assessed: The entire Party Committee has closely followed the goals and tasks of the National Party Congress Resolution, the Group Party Congress Resolution, the 4th EVNNPT Party Congress Resolution, and the Action Program to lead and direct implementation, achieving many outstanding results, with performance improving each year and creating breakthroughs in various aspects of political work.
The quality of Party building work, the study and following of Ho Chi Minh's thought, morality, and style, and the building and rectification of the Party have been increasingly enhanced. Organizational and personnel work has seen clear changes; the quality of party organizations and the team of cadres and party members has improved; party development work has exceeded the set targets. Inspection and supervision work have been strengthened, maintaining strict party discipline; the prevention and control of corruption, waste, and negativity have been strictly implemented. Mass mobilization work and leadership of mass organizations have become more practical and effective; leadership methods have seen many innovations, meeting the requirements of Party building and political tasks, contributing to consolidating and strengthening the leadership role of party committees at all levels.
The national power transmission system has been operated safely and stably, contributing significantly to ensuring sufficient electricity for socio-economic development and people's lives. The scale of the transmission grid has increased thanks to significant results in construction investment. Key and urgent projects have been put into operation on time, especially the 500 kV Circuit 3 line projects with record progress, creating a new milestone and a source of pride for the Power industry. Financial work has seen positive changes, and the financial situation is increasingly healthy. The reorganization, innovation, and development of the enterprise continue to be focused on, in line with EVN's development strategy at EVNNPT. The application of science, technology, and IT continues to be promoted, contributing to improving production and business efficiency and labor productivity. Human resource training and development are prioritized, ensuring jobs and income for employees. Communication, social security, and corporate culture implementation continue to be deployed extensively. Other aspects of work have also been focused on and achieved remarkable results.
Under the leadership of the Party Committee, EVNNPT has grown and matured continuously, contributing alongside EVN to ensuring better power supply for the economy and people's lives; the image of power workers in general and "transmission soldiers" in particular has been elevated in the hearts of the people; the cultural values and achievements of EVNNPT and the Power industry have been affirmed and highly appreciated.
III- Current Organizational Structure
Currently, the 4th Executive Committee of the EVNNPT Party Committee for the 2025-2030 term consists of 23 members, the Standing Committee consists of 7 members, and the Inspection Committee consists of 5 members (details in sections IV, V).
The Party Committee has 4 advisory and assisting boards: Office, Organization Commission, Propaganda Commission, and Inspection Committee of the Party Committee.
By the end of 2025, the EVNNPT Party Committee has 20 subordinate units (08 grassroots party committees and 12 subordinate cells); the entire Party Committee has a total of 2,264 party members, operating nationwide (details in section VI).
