GENERAL INTRODUCTION
THE PARTY COMMITTEE OF THE NATIONAL POWER TRANSMISSION CORPORATION
I- History of Establishment
The Party Committee of the National Power Transmission Corporation (EVNNPT) Agency was established by the Standing Board of the Vietnam Electricity (EVN) Party Committee under Decision No. 11-QD/TVDU dated August 20, 2008. Simultaneously, the EVNNPT Agency Party Committee was assigned the task of receiving Party members, stabilizing the organization and operations, and developing a plan to establish the EVNNPT Party Committee as a vertically integrated system. Following the approval of the plan by the Central Organizing Commission and the Party Committee of Central Public Corporations, on January 22, 2009, the EVN Party Committee Standing Board signed Decision No. 37-QD/TVDU to establish the EVNNPT Party Committee directly under the EVN Party Committee.
Immediately upon its establishment, the EVNNPT Party Committee quickly stabilized its organization and operations, growing steadily: In March 2009, it completed the reception of 7 grassroots Party committees; on August 14, 2009, it was granted certain powers of an upper-level committee by the Party Committee of Central Public Corporations according to Regulation No. 196-QD/TW dated November 24, 2008, of the Secretariat of the Central Committee. On October 6, 2009, the EVNNPT Party Committee decided to establish its specialized advisory boards (Office, Organizing Board, and Propaganda Board). On August 15, 2017, the EVNNPT Party Committee signed the Decision to establish the Party Committee of the Power Transmission Technical Services Joint Stock Company (NPTS), and on September 4, 2020, signed the Decision to establish the Party Committee of the Transmission Project Management Board (NPTPMB), which became the 9th grassroots Party committee within the EVNNPT Party Committee.
The EVNNPT Party Committee successfully organized its 1st Congress on June 20-21, 2010; the 2nd Congress on June 25-26, 2015; the 3rd Congress on June 23-24, 2020; and the 4th Congress on April 27-28, 2025.
II- Functions, Tasks, and Performance Results
Fulfilling the functions and tasks of a Party organization within a state-owned enterprise, over the past 16 years, the Party Committee has led EVNNPT to seize opportunities and strive to overcome all difficulties and challenges, successfully completing tasks in politics, ideology, organization, and ethics.
The 4th Delegate Congress of the EVNNPT Party Committee was conducted under the motto: “Unity - Democracy - Discipline - Breakthrough - Development,” with the theme: “Enhancing the comprehensive leadership capacity of the Party, building a clean and strong Party Committee; streamlining the organizational structure and developing high-quality human resources; breaking through in the application of science, technology, and digital transformation; ensuring safe operation, maintaining a leading role in the sustainable development of the National Power Transmission System.”
The Congress noted: The entire Party Committee has closely followed the goals and tasks of the National Party Congress Resolution, the Group’s Party Committee Resolution, the 4th EVNNPT Party Committee Resolution, and the Action Program to implement resolutions of Party congresses at all levels for the 2020-2025 term. This led to significant achievements that improved year by year, creating breakthroughs across many areas of work.
The quality of Party building, the study and following of Ho Chi Minh's thought, morality, and style, and the building and rectification of the Party according to the spirit of the 4th Central Resolution (12th and 13th tenures) have been increasingly improved. Organizational and personnel work have seen clear positive changes; the quality of Party organizations and the cadre/member contingent has been raised. Party development work exceeded the set targets; inspection and supervision were strengthened, maintaining strict Party discipline. Anti-corruption and anti-waste efforts were strictly implemented. Mass mobilization and leadership of mass organizations became more practical and effective. Leadership methods were innovated to meet the requirements of Party building and political tasks, contributing to the strengthening of the leadership role of Party committees at all levels.
The national power transmission system has been operated safely and stably, contributing significantly to ensuring sufficient power supply for socio-economic development and the people's lives. The scale of the transmission grid has increased thanks to important results in investment and construction; key and urgent projects were put into operation promptly, especially the construction of the 500 kV Circuit 3 line with record speed. This created a new miracle and a source of pride for the Power industry, becoming a model praised by the Central Government to be replicated for national key projects. Financial work showed positive changes with an increasingly healthy financial situation. Corporate restructuring and innovation continued alongside the implementation of the EVN Development Strategy at EVNNPT. The application of science, technology, and IT was promoted, contributing to business efficiency and labor productivity. Human resource training and development were emphasized, ensuring jobs and income for employees. Communication, social welfare, and corporate culture implementation continued to be deployed deeply and widely.
Under the leadership of the Party Committee, EVNNPT has continuously matured and grown, contributing alongside EVN to better power supply for the economy and the people. The image of the electrician in general, and the "transmission soldier" in particular, has been enhanced in the hearts of the people; the cultural values and achievements of EVNNPT and the Power industry have been affirmed and upheld.
III- Current Organizational Structure
Currently, the Executive Board of the EVNNPT Party Committee (4th tenure, 2025 - 2030) consists of 23 members; the Standing Board consists of 7 members, and the Inspection Commission consists of 5 members (details in sections IV and V).
The Party Committee has 4 advisory and assisting boards: the Office, the Organizing Board, the Propaganda Board, and the Party Committee Inspection Commission.
As of the end of 2025, the EVNNPT Party Committee has 20 affiliated units (08 grassroots Party committees and 12 directly affiliated Party cells); the entire Party Committee has a total of 2,264 Party members operating nationwide (details in section VI).
