Representing EVNNPT were leaders of the National Power Transmission Project Management Board (NPTPMB), the Central Power Projects Management Board (CPMB), relevant functional departments of EVNNPT, project consultants, and other related units.

The ADB delegation was led by Mr. Keiju Mitsuhashi, Director, Energy Division, Southeast Asia Department 1, and included Ms. Keiko Fukumori, Senior Energy Specialist; Ms. Emily So, Senior Energy Specialist; Ms. Seila Teng-Almocera, Social Safeguards Specialist; Ms. Xin Ren, Senior Safeguards Specialist; Ms. Nguyen Le Trang, Project Officer (Energy), together with other ADB specialists.
Against the backdrop of rapidly growing investment needs for the expansion of the power transmission network to ensure a reliable electricity supply and enhance the stability of Viet Nam's national power system, EVNNPT has proactively diversified its financing sources. In addition to domestic commercial bank loans, the Corporation has actively engaged with development finance institutions that do not require a Government guarantee and other international financial institutions, including ADB, to mobilize ODA financing for key transmission projects.
As part of the project appraisal process, ADB conducted a field mission from 13 to 17 July 2026. During the mission, the ADB team visited the proposed project sites and held meetings with relevant authorities and stakeholders to assess the projects' consistency with local development plans, while reviewing environmental and social aspects, land use, forestry, biodiversity, and stakeholder engagement in accordance with ADB's safeguard policies.

The mission also met with the People's Committees of Son La, Gia Lai, and Dak Lak provinces, together with provincial departments and local authorities in the project areas, to discuss and review issues supporting the appraisal process and the preparation of project documentation.
At the wrap-up meeting, ADB highly appreciated EVNNPT's thorough preparation in organizing meetings with the People's Committees of Son La, Gia Lai, and Dak Lak provinces, as well as its effective support for the field visits to the proposed project sites.
According to ADB, the proposed transmission projects to be financed by ADB's ODA resources are of strategic importance in strengthening transmission capacity in the Northwest region, enhancing the South Central Coast–Central Highlands transmission corridor, and expanding transmission interfaces between the North Central and Northern regions as well as between the Central Highlands and Southern Viet Nam. These investments will facilitate greater integration of renewable energy generated in Central Viet Nam and improve electricity supply to major load centres in both the northern and southern regions.
The projects will also reinforce the interconnectivity of the national transmission network, improve the safety, stability, and reliability of power system operations, reduce transmission losses, and enhance the overall operational efficiency of the power sector.
Speaking at the meeting, Mr. Nguyen Ngoc Tan, Deputy General Director of EVNNPT, emphasized that ADB's ODA financing is of great significance to the Corporation, particularly as investment demand for transmission infrastructure is expected to increase substantially during the 2026–2030 period while access to domestic commercial financing remains challenging.

Mr. Nguyen Ngoc Tan noted that ADB's partnership would help address EVNNPT's financing needs, enabling the timely implementation of priority transmission projects in support of the Revised National Power Development Plan VIII (Revised PDP8) and contributing to Viet Nam's energy security.
EVNNPT reaffirmed its commitment to implementing the ADB-financed projects in accordance with the agreed schedule. The two parties also agreed to sign a Memorandum of Understanding to record the key outcomes of the mission and the matters agreed upon, providing a basis for continued cooperation in finalizing the financing documentation and advancing the financing process as planned.
At the conclusion of the meeting, EVNNPT and ADB reaffirmed their commitment to maintaining close cooperation throughout the remaining appraisal, financing, and project preparation processes, with the shared objective of commencing construction of these strategic transmission projects at the earliest opportunity, strengthening the national transmission network, and supporting Viet Nam's socio-economic development in the years ahead.
