The first 6 months of 2014, EVNNPT transmitted securely over 59 billion kWh

​On July 6th 2014, in Hanoi, National Power Transmission Corporation (EVNNPT) organized a Conference on summing up operation of first 6 months of 2014. Participation in the Conference includes Mr. Dang Pha Tuong – Chairman of EVNNPT’s Management Board, Mr. Nguyen Manh  Hung – EVNNPT’s President and CEO; representatives of Management Board, Board of Directors, leaders of functional Departments; Party Committee Bureau; Labour Union, Youth Union of EVNNPT; representatives of leaders and functional Divisions of EVNNPT’s subsidiaries.

​The reports at the Conference confirmed: in the first 6 months of 2014, many significant results were gained in EVNNPT, such as the transmission capacity was about 59.95% billion kWh, increased by 9% compared with that of 2013, accounted for 49.1% compared with the plan. The power transmission loss in 6 months of 2014 was 2.60% which is lower than that of same period in 2013 (0,06%). The transmission lines and substations were operated in accordance with the scheme set by the National Load Dispatch Centre (NLDC) and guidance by EVN, ensuring the power supply for the national socio-economic development demands. The operation of transmission grid of the last 6 months was of less tense in compare with that of same period of 2013, the power quality in the system was within permitted limit.
In addition, over the last 6 months , totally 16 out of 28 projects were started (03 projects at 500kV voltage level and 13 projects at 220kV voltage level), in which many projects are very urgent, such as: the 220kV Cao Bang-Bac Kan transmission line; the 220kV Bac Kan substation; installation of Unit 2 at 500kV Ha Tinh substation; installation of Unit 2 of the 220kV Son La substation, the 220kV Kon Tum substation and connection; the 220kV transmission lines behind the 500kV Cau Bong substation; the 220kV Tay Ninh substation; the 500kV Duyen Hai – My Tho transmission line. At the same time, 16 out of 32 projects were energized (in which, 06 project at 500kV and 10 projects at 220kV). The projects energized in the first 6 months of 2014 have contributed to ensuring the optimal operation requirements of the thermo-hydropower and hydropower plants. The typical projects include The 500kV Quang Ninh – Mong Duong transmission line, the 220kV transmission line connecting synchronously the Formosa power plant, the 220kV Duyen Hai Power Centre – Tra Vinh transmission line, the 500kV Vinh Tan – Song May transmission line. Besides, EVNNPT has ensured progress of projects on improving North- South transmission capacity, projects supplying power to the economically important load centres such as the 500kV Pleiku – My Phuoc – Cau Bong transmission line, circuit 2 of the 500kV Quang Ninh – Thuong Tin transmission line, upgrade capacity of the 220kV Bac Giang substation, of 220kV transformer in 500kV Da Nang substation, upgrade capacity of the 220kV Nha Trang substation, installation of Unit 2 of 220kV My Phuoc substation. Especially, the transmission lines and substations which existed for many years and are very important in the system were energized, such as: the 500kV Phu Lam – O Mon (the Phu Lam – Long An section of line), creating a 500kV ring circuit linking the East and the West. According to calculation by EVNNPT, the implemented total construction investment fund was estimately VND 8,245.48 billion, accounted for 44.3% in compare with the 2014 plan assigned by EVN. Over the last 6 months, EVNNPT’s subsidiaries have focused on overhaul, which was over VND 179.94 billion/295 projects, in which final payment has been done for VND 48 billion.
In preparation for investment, over the last 6 months, EVNNPT has provided approval for 25 investment projects, 17 technical designs and drawing designs, 37 procurement plans, excluding the approval for adjustment of investment projects, technical design, procurement plan which are not mentioned in the assigned plan. In which, many important projects have been approved to ensure the progress of negotiation of USD 500 million loan funded by WB, the projects on anti-overload in the North and the South which need to start in 2014, such as upgrade capacity of the 220kV substations of Viet Tri, Ninh Binh, Long An, Cai Lay, etc; installation of Unit 2 at 500kV Ha Tinh substation, the 220kV Son La substation, the 220kV substation of 500kV Hiep Hoa substation …
The fund arrangement has gained many significant achievements, with an estimated total fund of VND 10,550 billion for 22 projects, in which VND 8,436 billion was for the signed credit contract for 16 projects, VND 2,114 billion was for preparation of signing credit contract for 6 projects. Fund arrangements have been gained for 21 out of 44 projects started in 2014 as plan, in which a part of or entire fund are from national commercial banks, 23 remaining projects are in the middle of negotiation and defining methods for fund arrangement. For the projects which planed to use international fund, EVNNPT has signed NEXI2 loan contract for the projects connecting with Duyen Hai and Long Phu Power Centre; completed the procedures on negotiation with WB for a USD 500million loan in July 2014, in which 10 projects will start in 2014 as planned; being in the middle of finalizing procedures for extending the unspent ADB funded 2225 loan to end 2014 in order to take full advantage of fund for making payment to the ongoing projects; Being in the middle of finalizing procedures to arrange JICA fund for project in symchronization with Thai Binh Thermo-hydropower centre.
Regarding the implementation of optimizing costs, EVNNPT’s Steering Committee on optimizing costs and 3 assisting sub-committees have been established, completed and put into operation. Especially, on July 3rd 2014, EVNNPT organized a Conference on optimizing costs in EVNNPT, which is defined as the immediate tasks and the regular and long-term tasks to be done by EVNNPT. EVNNPT is active in using many IT softwares programs in its management and administration to improve efficiency of optimizing costs, including project management softwares, implementation of project on IT roadmap development to develop an 10 year IT strategy for EVNNPT, etc.
Based on the achievements of operation in the first 6 months, the Conference has defined the main objectives and tasks done by EVNNPT in quarter III/2014: to ensure all conditions for secure operation of transmission grid, contributing to exploiting effectively the power plants and meeting power demands of 33.3 billion kWh commercial power as planned by EVN, to continue guiding the subsidiaries to increase rules and disciplines in operation to avoid labour accidents, failures caused by human. To make available of the alternatives on flood protection and control, protection and secure operation of transmission grid to timely cope with the sudden changes of weather and natural disaster. To push up the propaganda, protection of the right of way (ROW) of transmission grid, settle completely the ROW violation, check the ROW security for the 500kV transmission line, especially the important ones like Nho Quan – Ha Tinh, Ha Tinh – Da Nang, Pleiku- My Phuoc – Cau Bong transmission lines.
Together with the operational management, EVNNPT will try to complete and put the 500kV transformer of 500kV Hiep Hoa substation into operation in order to exploit the full capacity of the existing 500kV transformer; to repair the failed phases as guided by EVN; to ensure the progress of completing the construction investment projects in Quarter III/2014 as planned, including the critical projects such as: 500kV Cau Bong, 500kV Quang Ninh – Hiep Hoa transmission line, upgrade capacity of 500kV Ha Tinh, Thuong Tin substations, the 220kV  transmission line connecting the 500kV Song May substation; the 220kV Thanh Hoa - Vinh, Van Tri – Chem transmission lines; the 220kV transmission line connecting Song Bung 4 hydropower Plant, etc... On the other hand, EVNNPT always makes high efforts to ensure the progress of starting projects in Quarter III/2014 as planned, including the critical projects such as the 500kV Pho Noi substation, 500kV Long Phu – O Mon transmission line, the projects on upgrade capacity of 220kV substations in the South, the 220kV transmission lines connecting Thai Binh Thermo-hydrpower  Plant, Trung Son Hydropower Plant, etc. For the preparation of investment, EVNNPT will focus on approving the remaining projects, especially the projects to be started in 2014, including some important projects such as installation of 220kV transformers in the 500kV Hiep Hoa substation; the 500kV Pleiku 2 substation, the 220kV transmission line connecting Dong Nai 5 Hydropower Plant, etc.
