EVNNPT Mission worked with RTE
Mr.
Dang Phan Tuong – Chairman of EVNNPT Management Board expressed a desire to
learn RTE’s experience on the management and operation of the transmission
grid, new technologies, modern equipment to build a more modern transmission
grid in Vietnam towards smart gird system to ensure safe, reliable and flexible
operation. The vision of EVNNPT is to become one of the Asia’s leading providers
of power transmission services. Therefore, EVNNPT has made great effort in
researching, learning experience from other countries’ power transmission
companies as well as seeking cooperation in technical assistance to enhance the
capacity of EVNNPT’s technical staff in 2 , 3 years and long-term.
With
the desire of EVNNPT Mission is to learn about the structure of the French
power transmission system, institutional organization, history and operation of
RTE, the new technologies applied on the grid, the EVNNPT mission gave a lot of
questions which are frankly shared by RTE experts.
RTE
is a large power transmission company in Europe. In 1946, the Electricite de
France (EDF) was formed on the basis of all the power companies in power
generation, transmission and distribution. In 2000, RTE was established under
the EDF. In September 2005, RTE became a financial independent company, but was
still 100% owned by EDF. The primary goal of RTE is to ensure safe operation of
the power system, maintain and operate the grid, ensure no discrimination and
equal rights connecting to the grid, build transmission network to adapt to the
environment and ensure safety for human and asset, link with European grid with
the most economical cost. Currently, the high-voltage grid system of RTE
consists of 2,700 substations, 105.300 km lines (including such voltage as 63kV,
90kV, 225kV and 400kV), 100, 600 km of overhead and 4700 km underground cable
). Unlike EVNNPT, in power operation system, in addition to the operating,
maintenance, engineering department, RTE also includes National Load Dispatch
Center in Paris specializing in operating 400kV grid and 7 Regional Load
Dispatch Centers, responsible for specific regional consumers. Total number of
RTE employees os 8541. The installation capacity of the system is 850 GW. Power
transmission reaches 540 TWh. SAIDI (System Average Interruption Duration Index) is 2 minutes 48 seconds. RTE also maintains
transmission losses at a low level of 2.25%, and losses are included in the
transmission price. The proportion of transmission price in the total
electricity price is 10%.
RTE
transmission grid applies the modern technology, high automation, mostly un-manned
substation. RTE is one of the leading European organizations in repairing
hotline and substation, highly experienced in conducting and training hotline
repair for power corporations in many countries such as Britain, Malaysia,
Australia, Norway, Turkey, Algeria… RTE commits with Electricity Regulatory
Authority in minimizing costs (especially labor and other operational costs) to
maintain transmission rate at the lowest possible level.

At
the end of the meeting, Mr. Jean Pierre Desbrosses – Member of the Management
board confirmed that with the current experience and expert team, RTE is ready
to share information and data for EVNNPT, support EVNNPT in tackling technical
problems, power operation system, providing services, training hotline repair
and substation. RTE is ready to take part in international competitive bidding
to provide the services for EVNNPT. The meeting is a valuable chance for both
sides to understand each other more so as to develop deeper relationship in the
near future./.
