Chairman of EVNNPT’s Management Board visited and worked with JICA

On October 7th 2014, a mission headed by Mr. Dang Phan Tuong - Chairman of Management Board of National Power Transmission Corporation (EVNNPT) visited and had a working session at the headquarters of the Japanese International Cooperation Agency (JICA), in Tokyo, Japan.
JICA is one of the traditional Official Development Assistance (ODA) donors and the largest bilateral donor in EVNNPT. Since EVNNPT’s establishment, JICA has always been in close cooperation with EVNNPT in investment and development of the national transmission grid. Up to now, JICA has funded EVNNPT with a USD 80 million loan for the 220kV transmission line connecting Thai Binh Thermal Power Plant to 220kV Thai Binh substation (Loan 1) and transmission line connecting O Mon Thermal Power Plant to the national grid in Mekong Delta region. At present, JICA and Government of Vietnam has completed the negotiation of Loan 2 valued at USD 13 million for the 220kV transmission line connecting Thai Binh Thermal Power Plant to 220kV Thai Binh substation and is in the middle of appraisal of Loan 3 valued at USD 86 million – Transmission line connecting Thai Binh Thermal Power Centre into the national grid. Tentatively, the Loan Agreements will be signed by November 2014 and March 2015.
In order to maintain the cooperation between 2 parties, discuss the issues on Loan 3 as well as future cooperation activities, on October 7th 2014, Mr. Dang Phan Tuong – Chairman of EVNNPT’s Management Board led a mission to visit and have a working session at headquarters of JICA, in Tokyo, Japan. Participation in the mission, there were Mr. Vu Tran Nguyen – Vice President, Mr. Pham Manh Bien – Chief Accountant, Mrs. Luong Lan Dung – Director of International cooperation Department and Mr. Phung Bao Anh – Director of General Department of Management Board.

Representative to JICA, Mr. Irigaki – Director of South East Asian and Pacific Department and Mr. Sakudo Shunsuke – Manager of Division No. 3 and Mrs. Naito – project officer, South East Asia and Pacific Ocean Department welcomed and received the delegation.
On behalf of EVNNPT, Chairman Dang Phan Tuong expressed thanks for the valuable support by JICA extended to EVNNPT over the past time and proposed a further support in coming time, especially in the finalization of procedures in appraisal of Loan 3 so that the Loan Agreement will be signed as scheduled.
Mr. Irigaki highly appreciated the efforts and close cooperation made by EVNNPT in implementing the projects funded by JICA.
Also at the meeting, Chairman Dang Phan Tuong proposed JICA to consider the diversification of loans and ODA funds provided to EVNNPT. Mr. Irigaki fully agreed upon the proposals by Chairman Tuong and revealed that JICA will consider providing more funds to EVNNPT. Mr. Irigaki emphasized that EVNNPT needs to focus on settling the following issues:
- To complete the Vietnamese procedures: To work with Ministry of Finance, Vietinbank and EVN to settle the outstanding issues of Loan 1 which will be premise for signing Loan Agreement of Loan 2.
- To promptly update the Resettlement Plan of the subprojects in Loan 3 so that JICA will carry out appraisal in October 2014;
- To discuss with PetroVietnam (PVN) on the progress of Thai Binh 2 Thermal Power Plant to verify the progress of transmission line connecting Thai Binh Thermal Power Plant into national grid;
In response, Chairman Dang Phan Tuong committed to direct the relevant departments to work with the line Ministries and stakeholders, encourage the subsidiaries to have a close cooperation with consultants to finalize required documents in order to ensure that the loans will be signed as scheduled.
The working session was successfully completed, opening up a new direction for EVNNPT in settlement of big difficulties on investment funds facing by EVNNPT, promising a more closer and blooming relation between EVNNPT and JICA in future./.
