Priority is given to investment in transmission capacity

​On May 29th, Deputy Prime Minister Hoang Trung Hai hosted a meeting of Steering Committee on National Power Development Plan No. 7 (Master Plan 7) to scrutinize the implementation of projects, the power supply-need balance in 2013 and subsequent years.

On May 29th, Deputy Prime Minister Hoang Trung Hai hosted a meeting of Steering Committee on National Power Development Plan No. 7 (Master Plan 7) to scrutinize the implementation of projects, the power supply-need balance in 2013 and subsequent years.

Many projects are behind the schedules
At the meeting, it was declared by Ministry of Industry and Trade that the scrutiny and update of power demands, preliminary evaluation of forecast on power demand growth and electrical energy - capacity balance of national power system to year 2020 and 2030.

The reports by investor shown that the power generation projects carried out by Vinacomin in period of 2011-2020 (Thermal Power Projects of Cam Pha II, Mao Khe, Na Duong II, Nong Son, Dong Nai 5) basically meet the progress requirements. In which, Cam Pha II and Mao Khe plants have been stably put into operation. The ongoing power generation projects invested by EVN including Vinh Tan II, Duyen Hai I, Nghi Son I, Mong Duong I, Lai Chau follow closely with schedule, some projects are going to be started including Vinh Tan IV, Thai Binh I, Duyen Hai coalport, which will be tentatively put into operation as scheduled in Master Plan 7.
Whereas, the power generation projects carried out by Petro Vietnam and Song Da Corporation such as Vung Ang I, Long Phu I,Thai Binh II, Xekaman 1, 3, Nam Chien are at least 1 year behind schedule.
From beginning 2013 to now, the National Power Transmission Corporation (EVNNPT) has put into operation 6 transmission projects including the significant ones such as the 220kV Van Tri – Soc Son transmission line or transmission line connecting hydropower plants of Ban Chat, Huoi Quang. In the 500kV transmission grid alone, 3 projects have been put into operation, with a length of 639km, accounted for 23% in compare with the approved 5 year plan.
Power demands in period 2011 – 2015 are basically met
By 2013, it can be seen that the supply of power system is capable. According to general calculation, in period 2011 – 2015, other 17,000MW will be put into operation, power system basically meets the nation-wide electricity demands. However, considering each region, the load demands for 2014, 2015 can be met, with redundancy, in the North and Central area, whereas, in the South, the total generation capacity is lower than the load demands, because only 3,155 MW will be put into operation and mainly in 2015, tentatively.
Study and information update has been carried out by the Institute of Energy to make a preliminary report on adjustment of Master Plan 7. Accordingly, due to the economic impacts, power demands have reduced more over the last 2 years and may be much different from the ones forecasted in Master Plan 7, the progress of power generation projects have been changed, so the system balance, supply of primary level fuels, importation of fuels will be changed in compared with the approved plan.
Investment in transmission capacity is given with priority
Making conclusions at the meeting, Deputy Prime Minister Hoang Trung Hai has recognized the achievements on power supply security, effortful arrangement of investment in projects by power sector over the last time. Besides, Deputy Prime Minister Hoang Trung Hai has remarked that it is big challenge for power sector to ensure the power supply for the national development, from capital arrangement, investment attraction as well as capacity in deploying, management and operation of power generation and transmission projects.
Based on scrutiny and forecast for making adjustment for progress of power generation projects to be suitable to the new load, MoIT has developed the economic development orientation focused on the less-energy use sectors in order to minimize the intensity of energy use, reduce the “hot” power demands. The power demands forecast needs to be updated, adjusted annually in order to ensure the effectiveness when making decisions on investment in power generation and transmission projects.
The actual fact and forecast, especially the failure occurred in last May 22nd shown that there is an energy imbalance among the nation-wide regions and the urgent demand, power supply security in the South must be focused. He also remarked that the Steering Committee of Master Plan 7 directs Vietnam Electricity (EVN) to strengthen measures, give focus on investment in transmission capacity in entire North-Central-South, as well as encourage to push up the power generation projects, especially the coal and gas power projects which are being implemented and will be implemented, operate stably the new turbines in the region.
The Deputy Prime Minister Hoang Trung Hai has indicated orientation on general mechanisms on deployment of Master Plan 7, drafted regulations on special mechanisms in management and implementation of power projects in Master Plan 7, the scrutiny and adjustment of Master Plan 7 to create the basis for directing and executing the works by different units.
Besides, Deputy Prime Minister Hoang Trung Hai has declared the solutions for the urgent projects of power sector, the capital arrangement, encouragement of investment in power generation projects, the coordination among Ministries, sectors and localities in site clearance, procedures for project implementation, balance of fuels for energy production…
