The 500kV Pleiku-My Phuoc-Cau Bong T/L project and 55 day-night campaign

At 6.45 on 1st October, Vietnam Electricity (EVN) started putting the 500kV Tan Dinh – Phu Lam T/L out of service and kicked off the campaign in which the Noth-South 500kV transmission lines (circuit 1 and 2) will be put, in turn, out of service, for the purpose of implementing the 500kV Pleiku-My Phuoc-Cau Bong T/L within 55 days & nights. Together the proposed supportive solutions, this campaign is of great importance, which both ensures the sufficient power supply to the South without power reduction as requested by the GoV, and mobilizes all the resources within a short time to finish the project in time as scheduled.       ​

The 500kV Pleiku-My Phuoc- Cau Bong T/L is a core project of the country, whose objectives includes ensuring power supply to the increasing load demand in the South for the period 2014-2015 and making a premise for the power import from Laos to Vietnam and for the grid interconnection of Vietnam-Laos-Cambodia since 2015. The project also strengthens the connection of 500kV transmission grid and ensures the safe, economic operation of the power network in the cases of high demand of power exchange between areas and regions all over the country. Due to its special importance to the national energy security, the project has been under the close supervision of the GoV, MOIT, EVN and received the support from People Committee of provinces, cities where the T/L passes through. 

Relating to the project implementation schedule, Mr Nguyen Duc Tuyen – Director of CPMB (Central Power Projects Management Board –CPMB which manages the project) revealed that at present, 911/926 locations of tower foundation have been delivered to the contractor. Under the determined instructions of the PC of provinces, Ho Chi Minh City and local PCs, the remaining 15 positions, including 3 in Binh Phuoc, 9 in Binh Duong and 3 in Cu Chi (Ho Chi Minh city) have been committed to be delivered within this October at the latest. In addition, there has been an inventory of 4371/4785 households in the right-of-way (ROW) so far. The households are in the middle of confirming the information disclosure to get compensation fee in October. Compensation will be completed by November, the outstanding issues related to the clearance of ROW and houses will be done in December 2013.
 
 “The equipment supply is under processing, the final packages such as circuit breakers, shunt reactors, etc are expected to be delivered to the site on 31st March at the latest. During the contract negotiation, CPMB has worked with the contractors to shorten the delivery time from 10 months to 6-7 months. The line stringing will be accomplished for the whole route in late March. The equipment installation at substation terminals, commissioning and energizing of T/L at late April 2014 are of high feasibility”, Mr Tuyen insisted.
 
Regarding to the campaign of 55 day power cut, according to Mr Nguyen Duc Tuyen, in the 1st stage, 17 tower positions (7.51 km) of 500kV Tan Dinh – Phu Lam T/L will be removed, and then, new towers of 2 circuit configuration will be erected so that 2 sections of 500kV Dak Nong – Phu Lam T/L and 500kV Tan Dinh – Phu Lam T/L will both use the same newly erected towers. The work has been under calculation and control on the daily basis. At all the removed sites, all the necessary materials, labour, machine and equipment have been ready since the time of implementing power cut. Up to the 13th day, the contractor will start stringing work. Based on the current progress and weather, 55 day and night plan is believed to be under control. According to Mr Tuyen, there are 2 issues that can affect the project progress. The first one is the weather. However, the backup plan has been set so that the stringing work will be under implementation even in rainy days. The second issue is the compensation and site clearance of ROW. At present, PC of Cu Chi district has established a special working group that is present along the route all the time as a regular security force to ensure the security and order. The working group on urban management and the compensation committee will be always available to solve new problems associated with the line route to avoid the interruption of work progress and ensure the approved schedule.

PCC2 is in charge of implementing 2 work packages of 15 and 16, which locate in Cu Chi district (Ho Chi Minh city) and a small area of Binh Duong province, with the total length of 30 km. Mr Nguyen Huu Y, Deputy Director, expressed that the work has been implemented under the difficult situation due to the limited power-cut duration, and the danger due to the live 500kV T/L next to it. Therefore, during 40 days of work implementation of 1st stage, the work plan and organization have to be made adequately in which the work is implemented at all the positions in parallel. The proposed solution is to increase the labour force at 18 tower positions by 18 working groups under 18 firms.
 “The work is implemented in a parallel manner, not in a series manner as applied for the previous 500kV T/Ls. At this time, at sites, the company has allocated 600 workers and related machines and equipment. In addition, there is also the contribution from the supervision team of PTC4 and PMB, as well as the working group of the local authorities and the compensation committee” Mr Y said.
 
Commitment on site clearance

At the moment, one of the unsolved problems is related to the compensation and site clearance. In Ho Chi Minh city, 3 foundation locations in Cu Chi district have not been given to the project investor. According to the commitment made by the project compensation committee of the district, these positions will be given to the investor by this October. Mr. Huynh Van Liem, the compensation committee leader, revealed that there are 3 households who do not agree with the compensation unit price. The district has held a number of explanatory and encouragement talks from the commune level to the district level and to each household to support the State policy. “We believe that the households will follow the committed schedule”, Mr. Liem confirmed.
Besides, in the district, 672.000m2 of land belonging to 680 households are affected along the ROW of the transmission line. To ensure the compensation  in accordance with the State policy, District People’s Committee has asked and permitted by People’s Committee of Ho Chi Minh city to set up a plan on multi-stage compensation. The households completed compensation  documents will get compensation fee immediately to ensure progress. According to Mr. Liem, in stage 1, over 100 households have agreed the compensation unit price and get the compensation fee. In stage 2, compensation fee will  be paid in October, while it will be done before 15th November, in stage 3.

Mr. Lam Minh Duc who is 72 years old, in hamlet 6, Tan Thanh Dong commune is affected by both 500kV T/L circuit 1 and circuit 2, the tower foundation locates in his land, so his house has been moved. In 500kV T/L circuit 3, his agricultural land is affected, with a total area of 1,832m2. Mr. Duc said that he will get 70% of compensation unit price of 375,000 VND/m2 for his affected land, the total compensation fee is VND 328 million. “This project is of national importance, so we continue to support the State policy” – he revealed.

The 500kV Pleiku-My Phuoc – Cau Bong T/L has about 4km run through Tan Thanh Dong commune, Cu Chi district, including 26 tower foundations, 38 affected households, with land acquisition . The ROW run through Tan Thanh Dong commune has 220 affected households, all of their land are agricultural, not any residential land. Compensation price for agricultural land is from 200,000-375,000 VND/m2. In stage 1, compensation fee will be provided to 60 households who applied and asked to get the fee. At present, records have been submitted to District People’s Committee, then compensation fee will be provided on October 2nd 2013, in stage 1.

Mr. Nguyen Van Nghia – Chairman of People’s Committee of Tan Thanh commune expressed that “the compensation was difficult at beginning time because the households did not understand ROW and tower foundation. Thanks to propaganda publicized to each village and household, people recognized that this project is of national importance, so people fully agree with the land acquisition for transferring to implementing unit ”.
 
Project implementation, power supply ensured
The implementation of 500kV Pleiku – My Phuoc – Cau Bong T/L project affects Cu Chi district, with a power cut-off of the 110kV Tan Dinh – Phu Hoa Dong- Cu Chi and Hoc Mon – Tan Quy – Phu Hoa Dong T/Ls. In order to ensure a continuous power supply to the area when any failures occur to the transmission lines during the implementation of this 500kV T/L circuit 3, Ho Chi Minh Load Dispatch Centre (HCM LDC) combined with the Ho Chi Minh High-voltage power grid Company (under Ho Chi Minh Power Corporation) and the Southern Load Dispatch Centre to make plan on power supply to Cu Chi district.

 

 
Mr. Vu The Cuong – Head of Technical Division of Ho Chi Minh Power Corporation (HCMPC) revealed that together with installing series capacitor banks for ensuring power supply to Cu Chi district, in particular and Ho Chi Minh city, in general, in implementation of 500kV Tan Dinh – Phu Lam T/L circuit 2, an alternative option on power supply has been made by HCMPC to be carried out if failures would occur in order to ensure that power will be re-supplied to all load centres of Cu Chi district after 2 hours at the latest.

 

 
Mr. Pham Ngoc Minh – Acting Director of HCM LDC revealed that power supplied to Cu Chi area came from 3 sources: one from Hoc Mon substation, one from Tan Dinh substation and one from Trang Bang substation, with a demand of 1 – 15.5 million Kwh/day. The power cut-off for implementing this 500kV T/L relates to some 100kV T/Ls supplied power to Cu Chi district. As planned, HCM LDC will use the upgraded 110kV T/L from Trang Bang to supply power to entire Cu Chi district and transfer power from Hoc Mon area to the medium-voltage transmission lines to ensure power supply to Cu Chi district.
 

 

However, Mr. Cuong said that “to ensure the power supply during the implementation of this important project, it is required that millions of power customers in Ho Chi Minh area need to save power use to reduce the transmitted capacity in other transmission lines during the 500kV Tan Dinh- Phu Lam T/L circuit 2 is cut-off”./.
 
The 500kV Pleiku-My Phuoc – Cau Bong T/L project is assigned by EVN to EVNNPT for investment. CPMB is assigned to manage the project. The project runs through 5 provinces of Gia Lai, Dak Lak, Dak Nong, Binh Phuoc, Binh Dương and Ho Chi Minh city, with a length of 437,514 km, total investment of over VND 9,288 billion. The project is planned to make achievements in celebration of South Liberation day (April 30th 2014) and International Labour day (May 1st 2014).
