
Mr. Vu Tran Nguyen , Vice President of EVNNPT said: a list of 8 500 kV sub-projects , 13 220 kV sub-projects and 5 smart grid sub-projects was submitted to WB together with the summary FS, Resettlement Plan, Environmental Impact Assessment and Environmental Management Plan. On August 26, 2013 , WB confirmed funding of about USD 500 million in case TEP is approved by the Government of Vietnam.
As proposed by the WB, the project consists of three components: transmission system component - 220 kV and 500 kV transmission grid will be invested; smart grid development component; EVNNPT capacity building and institutional reform component in the Power Sector.
The project implementation units include: Northern Power Project Management Board, Central Power Project Management Board, Southern Power Project Management Board, Power Transmission Companies 1,2,4. To serve the appraisal , the project will be phased. Phase 1 consists of the sub-projects which have high availability, do not have many environmental, compensation and resettlement problems, meet requirements for appraisal according to the World Bank’s regulations. These subprojects should occupy about 30 % of the total value of the project and can implement immediately. The rest subprojects will be implemented in Phase 2.
On the basis of the results of the working group for TEP project preparation, World Bank proposed EVNNPT to carry out 3 contents to make the effectiveness of the loan: Review and unified portfolio selection for phase 1 to focus on investment preparation procedures, to meet the appraisal requirements of the World Bank; to discuss with the World Bank and the functional Departments of EVN to draft policy frameworks for compensation/resettlement, Environmental Management Plan which will be applied to TEP project and submit to competent authority for approval.
On smart grid development component, EVNNPT should coordinate with the functional Departments of EVN and Word Bank to prepare in details which is consistent with the orientation of EVN. Concurrently consider the implementation of this component must ensure equipment procured and installed have standards and criteria are united, compatible with regional and national systems.
Ministry of Planning and Investment has agreed to include this project in the World Bank’s financing list in 2015 with the total amount of USD 300 million. EVNNPT is requested to finalize the project Detailed Outline and submit to EVN by the end of September 2013 with the total amount of USD 500 million and do the project preparation to ensure the expected appraisal and credit negotiation progress.
It is known that, during project appraisal time, the World Bank has provided training for EVNNPT safety policy on socio, environment , compensation/ resettlement as well as introducing requirements , processes , procedures for the preparation of safeguard policy documents on socio, environment for consultant units...
