55 day-night campaign completed as scheduled

  On 24th November 2013, the 500kV Dak Nong – Phu Lam and Tan Dinh – Phu Lam transmission lines (T/L) were energized and put into operation, completing a 55 day-night campaign (from 1st October to 24th November 2013) on construction of most complicated section of 500kV T/L circuit 3 (integrating 7.1km double circuit of the 500kV North-South T/L into a route of towers in Cu Chi district to keep the right-of- way for construction of circuit 3). ​ ​

The 55 day-night campaign on construction of a section of circuit 3 500kV T/L which runs through Cu Chi district is the duration when workers have to work in the most severe weather conditions. Within less than 2 months, the region has been affected by 5 storms (number 10, 11, 12, 13 and 14). Sometimes, workers had to work interruptedly because of too many heavy rains, high flood-tide. However, the investor and consultant companies together with contractor present most of time in the site to monitor the construction to ensure the quality and progress, security in the site, ignoring rainy or sunny weather and time. Mr. Nguyen Nhu Y – Vice Director of Power Construction Company No. 2 said that they face with the highest pressure on project progress. The implementation in normal condition is difficult, but it becomes much more difficult and pressure working in the condition of one 500kV live transmission line. All works must be coordinated in harmony, ensuring the timeframe and security, only a minor mistake can lead to heavy consequences.
 
In order to complete the project as scheduled and ensure technical requirements, the units sometimes mobilized thousands of skilled experts to participate in the 55 day-night campaign, the units have carried out the foundation digging of a concrete amount of 1,725.8 m3; transportation and installation of 18 steel towers of a weight of 724.19 tons; construction and installation of 117.37 tons of foundation steel; stringing of 500kV double circuit line, divided of phase for 4 lines of a total length of 7.5 km; Removing line in 17 tower locations of the 500kV Tan Dinh – Phu Lam.
 
The prominence of the campaign is that only twice power cut-off done with 2 circuits of 500kV North –South T/L     for serving the connection. The first power cut-off  was on 10th November 2013, done in two 500kV Dak Nong – Phu Lam and Tan Dinh – Phu Lam T/Ls in service of connection of temporay operation of the 500kV Dak Nong – Phu Lam T/L; the second one was on 24th November 2013, power cut-off was in both 500kV Dak Nong – Phu Lam and Tan Dinh – Phu Lam in service of connection of official operation of 500kV Dak Nong – Phu Lam and Tan Dinh Phu Lam T/Ls. Each power cut-off was within Sunday, which did not affect very much the power supply to the South, so the units had to make accurate calculation, close coordination and prepare the accurate technical alternatives. Besides, many technical and investment solutions have been prepared by EVN including of putting into operation of the 500kV Tan Dinh – Song May T/L, 500kV Song May substation, 500kV Phu My – Song May T/L, completing the installation of the 2000A series capacitors in Pleiku, Dak Nong, Di Linh substations… . Therefore, despite the power cut-off in both circuits of 500kV T/L, the Southern power system was still in stable and secure operation. Sufficient power supply was still maintained for production and livelihood of people in the whole country.

In the role of project management, Mr. Nguyen Duc Tuyen – Director of CPMB shared that CPMB has the highest challenges in compensation. Mr. Tuyen revealed that the Prime Minister has issued telegraphy requiring the localities where T/Ls run through to coordinate to implement well the compensation, site clearance to ensure the project progress. The district People’s Committee has organized many delegations to come to each household for clear explaination, propaganda, mobilization of people to facilitate the implementing units. However, a day before the 1st commissioning (10th November 2013), the last tower of 500kV Tan Dinh – Phu Lam T/L could not be removed because the affected households insisted not to receive compensation fee for site clearance. The project was in the danger of not assuring progress, which will affect the power supply to the South because the 500kV T/L may not be re-operated as as  scheduled. At that time, the implementing unit intended to ask the local authorities for their interfere on one hand, and the authorities of Trung An communes, Cu Chi district continued encouraging households to receive compensation fee and transfer ground for implementing unit. It tooks about 20 times of such encouragement before the households agreed to transfer ground for implementation. All parties gave a sign of relief for a happy ending, because the highest expectation of implementing units is not only the project progress, but also the consensus between affected households and project investor. 

Mr. Tran Quoc Lam – EVNNPT’s Vice President: the 55 day-night campaign completed as scheduled plays an important role in ensuring power supply to the South in general and Ho Chi Minh in particular in 2014 dry season, facilitating the implementation of circuit 3 500kV T/L to ensure the completion in April 2014 as planed.
