On 20 November 2025, in Hanoi, Mr. Hoang Van Tuyen, Deputy General Director of the National Power Transmission Corporation (EVNNPT), held a working session with a delegation from the International Finance Corporation (IFC), a member of the World Bank Group. The delegation was led by Ms. Elvira Morella, Regional Manager for Advisory Services for East Asia and the Pacific.
The IFC delegation also included experts Mr. Nick Elms, Ms. Pham Lien Anh, and Mr. Nguyen Van Lan. Representatives from EVNNPT included leaders of the Finance and Accounting Department, Planning Department, Construction Investment Department, Inspection, Audit and Legal Department, and the Office.

During the working session, the two sides exchanged views on cooperation opportunities and potential investment in power transmission projects under Vietnam’s Power Development Plan VIII (PDP VIII). Discussions focused on power transmission tariffs, the deployment of Battery Energy Storage Systems (BESS), and financing and capital mobilization solutions for EVNNPT’s upcoming transmission projects.

Speaking at the meeting, Ms. Elvira Morella emphasized that IFC is a global development institution supporting the private sector in emerging markets. In addition to providing long-term financing, IFC also offers advisory and technical assistance services, particularly in project structuring, regulatory frameworks, and enhancing financial sustainability. IFC expressed its interest in establishing a long-term and sustainable partnership with EVNNPT in the development of Vietnam’s power transmission infrastructure.
On behalf of EVNNPT, Mr. Hoang Van Tuyen welcomed the IFC delegation and highly appreciated IFC’s experience in implementing energy and infrastructure projects in many countries. He also shared information on EVNNPT’s significant investment capital requirements under the power development roadmap toward 2030, with a vision to 2050.

Mr. Tuyen expressed EVNNPT’s desire to receive IFC’s support not only in terms of financing, but also in policy advisory services, technical expertise, and international best practices, contributing to the effective and sustainable development of Vietnam’s power transmission system.
