Participation
in the meeitng includes EVNNPT's
leaders and functional Departments of: Finance and Accounting, Planning,
Technical, Investment Management, International Relations, Organization and
Personnels; WB's representatives include of Mr. Franz Gerner – Leader of Energy
Specialists, Mr. Tran Hong Ky - Senior Energy Specialist; Mizuho Bank
representatives include of some specialists on credit ratings, in charged by
Ms. Tahera Kachwala.
Arising
from the fact that EVNNPT's annual
actual investment demands are high, while the Official Development Assistance
(ODA) fund provided by the Government become limited, EVNNPT plans to carry out its credit ratings in order to confirm its strength
and prestige which is for being recognized by the world-wide countries and to
increase the transparency of the enterprise. This will help EVNNPT to mobilize the international loans
from various sources without guarantee by the Government.
World
Bank, through Global Infrastructure Fund (GIF) provides EVNNPT with a grant by funding the cost for consultancy and appointing
Mizuho Bank to carry out the preparation phase. Based on the actual fact on
credit ratings for Vietnam Electricity (EVN), in which Mizuho participated as a
consultant, Mizuho Bank continued to be appointed by WB to become consultant
for EVNNPT in preparing the records
in credit ratings for EVNNPT.
At the
workshop, Mizuho Bank introduced its capability and experiences in credit
ratings, especially the experiences in providing EVN with credit ratings
consultation. This is a favourable conditions for Mizuho to be consultant in
credit ratings preparation for EVNNPT.
Mizuho also introduced the plan s, methodology and schedules in EVNNPT's credit ratings, the factors for
ensuring a successful credit ratings, as well as the next steps to be done in
coming time to help EVNNPT in
preparing a quick, appropriate records for the credit ratings.

Tentatively,
the preparation of records in credit ratings preparation done by Mizuho will
last for about 2 months. Mizuho will work with EVNNPT's leaders and functional Departments to collect information,
prepare a full record for EVNNPT's credit
ratings. After the record has been ready, the demontration on credit ratings
will be carried out. Results of demontration will be completed by December
2018, then EVNNPT will make decision
on continuing or discontinuing the credit ratings implementation phase, as well
as recruiting consultant for carrying out credit ratings for EVNNPT.
Concluding
at the meeting, EVNNPT, World Bank and
Mizuho Bank highly agreed upon the plan and next steps to be carried out in the
coming time. Vice President Vu Tran Nguyen expressed a scincere thank to WB
team and a hope in getting the further support in the next months. He also
required the Mikzuho team to work actively, scincerely, responsibly for
preparing an appropriate, accurate record, and the credit ratings for EVNNPT will be implemented successfully in
EVNNPT./.
