Training workshop on preparation of “Renewable Energy Accelerating Change project (REACH)

From 7th – 9th April 2021, in Vung Tau, Vietnam Electricity (EVN) in coordination with World Bank (WB) organized a training workshop on preparation of “Renewable Energy Accelerating Change project” (REACH). The workshop was chaired by Mr. Nguyen Tai Anh – EVN’s Vice President.

Participation in the workshop includes 70 delegates, from Ministry of Industry and Trade/Electricity and Renewable Energy Authority (EREA), Commission for the Management of State Capital at Enterprises (CMSC) and representatives from EVN, National Power Transmission Corporation (EVNNPT), National Load Dispatch Centre (EVNNLDC), WB and PECC2, PECC3, PECC4.

The workshop was organized to introduce REACH project to the stakeholders, review the past and ongoing activities and discuss the tasks to be done in coming time, which will be a basis for project approval by WB and Government of Vietnam.

At the workshop, 1.5 days were spent for provision of training for staff specialized in different fields:  finance and procurement management, social - environment, financial and economic analysis, etc. to help project staff in strictly following WB regulations during the future project implementation.

REACH is a WB loan project, in which EVN is an owner, with total investment cost of about VND 8,400 billion (equivalent to approximately USD 360 million), including a USD 200 million loan, VND 3,700 billion counterpart fund (equivalent to about USD 160 million).

The project includes of 2 components:

- Component 1 – Grid Infrastructure Upgrades (USD 182 million), of which EVNNPT is investor, SPMB is project implementing unit;

- Component 2 - Grid Management Upgrades (USD 18 million), of which EVN is investor, EVNNLDC is project implementing unit.

Tentative project duration: 2022 – 2027.

The objectives of project is to enhance capacity in system operation and power transmission, integration and sustainable development of renewable energy generation invested by private sector.

At present, REACH project has not been approved yet. It is under preparation as required by WB. The Project Proposal is being submitted to the EVN’s Boards of Directors for approval to submit to the Ministries and Government of Vietnam for final approval./.
