
Donors’s seminar for
supporting the development of EVNNPT
The seminar is to introduce to the donors the main contents of project
“Assessment of current status of Vietnam national power transmission system and
recommendation of solutions to overcome the existings” done by EGI – a company
under Belgium ELIA Group – one of the 5 top power transmission organizations in
Europe and one of 15 top leading power transmission utilities in the world. EGI
has indicated 33 recommendations in order to strengthen capacity and increase
quality for Vietnam national power transmission system. To implement these
recommendations, EVNNPT has proposed
the donors to provide support in: (i) gaining the funding program to carry out
the set targets; (2) approaching the science-technical achievements, the new
technologies in power transmission in the world; (3) collecting the statistics
and key performance indicators of the regional and international power
transmission utilities; and (4) considering, recommending to the Government,
relevant agencies to revise the institutions and issue relevant policies to
support EVNNPT in construction
investment, management and operation of the national power transmission system.
Participation in the seminar includes representatives of the relevant
agencies of power sector, such as: Electricity and Renewable Energy Agency
(EREA), Electricity Regulatory Authority of Vietnam (ERAV), Vietnam Electricity
(EVN), National Load Dispatch Centre (NLDC), representatives of donors: World
Bank (WB), KfW (German Reinfrastructure Bank), AFD (French Development Agency),
Japanese International Cooperation Agency (JICA); representatives of British
Embassy, Belgium Embassy and international organizations:GIZ (German
International cooperation organization), EU Delegation, United States Trade Development
Agency (USTDA), AICS (Agency for Italian Development Cooperation) and Denmark
Energy Partnership Program (DEPP).

EVNNPT’s Chairman of
the Board of Directors made a speech at the Seminar
Making a speech at the seminar, Chairman Dang Phan Tuong celebrated and
thanked all participants at the seminar. The Chairman informed the main
achievements gained by EVNNPT over
the last 10 years as well as the difficulties, challenges faced in the coming
time. Three strategic targets set out and to be implemented upto 2030 by EVNNPT has been emphasized by the Chairman:
(1) to develop EVNNPT to become
one the top 4 leading transmission
utilities in ASEAN by 2020; (2) become one of top 10 leading transmission
utilities in Asia by 2025; and (3) reach a world advanced knowledge in power
transmission by 2030. Besides, the Chairman also mentioned the solutions
implemented by EVNNPT synchronousely
in order to reach the set targets: increase productivity, quality, efficiency;
push up the application of science-technological advance, especially the
achievements of the 4th industrial revolution in EVNNPT’s business core; push up the training, increasing quality of
human resources, formulating the qualified technical experts and skilled
professional technical staff, etc.
Mr. Markus Berger – EGI’s Chairman revealed that maintaining sufficient
sustainable and reliable energy sources of reasonable price is important for
the growth and development. According to forecast, the world energy consumption
will be double in first 50 years of this century. Therefore, approach to energy
sources become more and more difficult. At the same time, the severe impacts by
climate change caused by the energy challenges that we are facing become more
complicated. That’s why, a parallel development of power generation and
transmission, in which transmission grid must be expanded and modernized, are
very needed. As the role of one of the biggest power transmission operators in
Europe and one of the leading power transmission utilities in the world, he
believes that ELIA and the donors could support EVNNPT in reaching the strategic targets.

Representative of EGI, Mr. Didier Wiot – President and CEO
presented briefly the roles of units participated in power transmission,
structure of Vietnam’s power transmission system, changing orientation of EVNNPT in future, proposed 4 basic programs
supporting development roadmap for EVNNPT,
NLDC and Ministry of Industry and Trade in order to ensure the power
transmission with the integrated renewable Energy Soruces (RES) and settle the
technical challenges: facilitating the RES integration; increasing investment
cost efficiency ; capacity building of the Transmission System Operators (TSO)
and develop the power system in coming future. He emphasized that EVNNPT needs a good preparation for the
coming challenges related to 4 groups of issues: (1) regulation framework:
regulations, laws…; (2) power development and operation planning; (3) current
status of infrastructure and technical knowledge, and (4) management and
operation structure.

In the discussion, a representative of WB a biggest donor to EVNNPT in the construction investment and
the technical assistance, Mr. Tran Tan Hung – Energy Specialist shared that WB
is willing to support EVNNPT in
capacity building by the Technical Assistance projects (TA projects). At
present, EVNNPT can consider to
propose more TA projects to utilize USD 25 million under Component 3: Capacity
building and institution strengening of the ongoing Transmission Efficiency
Project (TEP) funded by WB. Representatives from organizations: AFD, KfW, GIZ,
USTDA, EU Delegation, AICS and DEPP revealed that they always accompany
and consider to support EVNNPT in the
suitable moments with appropriate projects, meeting criteria of the
organization. The participants also shared about the past and ongoing TA
projects funded to Vietnam in general and the power sector in particular.
Making a closing speech, Chairman Dang Phan Tuong confirmed that the
comments by participants/representatives of organizations are very helpful for
EVNNPT in developing a power
transmission system to be more integrated, modern and to complete the set targets.
He revealed at the seminar that EVNNPT
expects to get more support and instruction by MoIT, EVN as well as the
accompliance by donors. Through the seminar, EVNNPT can expand and diversify relations with many international
power transmission utilities to learn and exchange experiences in order to
complete the strategic targets under the bridging support by donors, international
organizations and Embassies of the countries in Vietnam./.
