To overcome this situation, together with drawing experiences, identifying clearly the reasons, responsibilities and disciplinary level for each violator, PTC1 has promptly finalized the procedures, regulations and increased awareness for the operators of substations.
The faults caused by the violation of procedures
Together with the subjectve faults, the objective ones have also caused the considerable consequences. The typical faults occurred include: jumper cable fall in the 220kV Ha Tinh – Dong Hoi transmission line; close of ground wire into the 110kV hot-line bus bar in the 220kV Bac Giang substation; failures made by operators in treatment of TI582 fault in the 500kV Ha Tinh substation, etc. The main reasons for those failures include: the operators do not understand completely the nature of regulations, procedures, norms, do not comply with the rules and disciplines in the operation; The periodical tests, technical tests are simple; the transmission line heating scan has not met requirements; the situation catch-up in right of way is not in detail, so the outstanding in right of way are not settled in time. The leaders of transmission line groups, leaders of units have not checked and directed deeply and concretely, as well as renovated to increase the efficiency and quality, have no measures to control and monitor the workers in right of way, but leave the whole work to them; Training has not met requirements and brought into play the qualification and self-awareness by workers.
Besides, there are more and more violations on right of way, the regular full-load and overload in transmission lines have caused the considerable difficulties in the management and operation.
People are of the highest importance
With the aims at minimizing the faults, especially the subjective faults, PTC1 has identified that the focus on human being should be concentrated in coming time. In fact, the operators who get position or certain grade often have subjective and satisfied thinking, stop improving their professional knowledge, leading to the fact that thinking on the issues are insufficient and implementation of their works are not improved. Therefore, the improvement of awareness on disciplines, rules on operation, raising awareness on professional skills of the workers who directly operate the system are in the first priority.
For the substations: The company has issued a package on “sample manuals” linking the operation of primary and secondary equipment, a regulation on “Implementation project and methods on secondary security” in order to help the operators to avoid the wrong operation of secondary equipment when operating the devices and failures by the implementing unit in the secondary circuit; a regulation on “Inspection quantity of the technical management” to scrutinize, agree upon the technical management in substations of the company. Therefore, the inspection of substations is done at least once per year by the company or once per month by the transmission branch; organize inspection, monitoring of training contents on procedures and norms related to operation, focusing on the operational package of equipment, tasks package, package on fault treatment for each operator, with the examination and evaluation done.
At present, the 2013 plan has been made in PTC1, aiming at on-the-site training in each substation, with the technical topics of each substation. After that, the examination and evaluation of each shift of operation is carried out. This work will be assigned to the Technical Division for regular deployment. The special attention are provided by the operators to the substations that have detail specifications. These specifications are the contents for training in the substations.
For the transmission line: Organize the inspection, statistic on tower distances which have the high trees inside and outside the right of way, the tower distance running through the high mountains, with dangers of tree fall down, affecting the transmission lines; Make plan on treatment for these tower distances on a quarterly or monthly basis.
When the accidents occur affecting the security and operation of transmission lines, the units must actively coordinate with the local competent agencies to find out the reasons for strictly settlement and propagandize broadly to the localities. The inspection and monitoring carried out in units must be recorded, evaluated, with solutions proposed to each case. The Technical Division of PTC1 shall make plans on technical inspection to coordinate with its units in timely finding the failures in transmission lines, as well as the difficulties and contraints met by units during the deployment; organize training for transmission line workers in the regional transmission branches.
