Therefore, the acceleration of execution
time of transmission line project by the Central Power Projects Management Board (CPPMB) will not only bring high economic efficiency of the project, but also to overcome the lack of power for production, socio-economic development which are developing in the Southern key economic area.
Lesson from disentangling difficulties right at emerging points.
Recently, on December 28, 2012, the 220kV Dak Nong-Phuoc Long-Binh Long transmission line has successfully energized and put into operation safely after nearly 15 months of expeditious construction. Mr. Nguyen Duc Tuyen, Director of CPPMB said, although, the 220kV Dak Nong-Phuoc Long-Binh Long transmission line is urgent and core project to evacuate power of generation group in the Tay Nguyen area. In the short term, it enhances power supply capacity for the South in 2013. As a rule, ministries, localities shall give priorities to the national core projects, but in fact this is a hard project for land acquisition and compensation. According to the schedule, the project should be energized in December 2012, however, there were still 10 tower foundations have not handed over to the contractor by the end of July 2012. The reason is partly due to differences in compensation policy, support of each locality. These lead to the comparison of households and refusal of receiving compensation. Not to mention many households have built temporary large houses within foundation locations, and right of way at Dak Rlap, Hon Quang districts, Binh Long Town and extension area of 220 kV Long Binh substation for seeking profit from compensation. This action has affected the project progress. These large scale houses appeared at defined locations for power foundation, right of way and substation extension after project owner has set up landmark for site clearance and compensation procedures.
This issue has happened not only with the 220kV Dak Nong-Phuoc Long-Binh Long transmission line. Difficulties due to inappropriate compensation, supporting policies, lack of actively participation of local authorities are issues of most transmission line projects.
To solve problems at the 220 Dak Nong-Phuoc Long-Binh Long transmission line, CPPMB has coordinated with local authorities to apply numerous solutions. Right at the survey period, the parties have coordinated to film, record images on the site where the transmission line will be stringed. Therefore, illegal constructed houses with total of 40,000 m2 were dismounted.
CPPMB is evaluated as elite and extensive experience unit in the site clearance as well as sticking close to the site for supervision and arising difficulties settlement. Although, state policy on site clearance is not strong enough to prevent bad man to take advantage of the policy for seeking profit. According to Mr. Nguyen Duc Tuyen – Director of CPPMB, as a representative of the investor, CPPMB is limited in the application of coercive measures, because it has a negative impact to the public opinion, costs much time and money. So, AMT has asked officials to land acquisition compensation shall consult closely with the local area and, in particular, the propagation of positive policies and good management of the construction The plans of the works on the project has been demarcated. Hence, CPPMB has requested site clearance and compensation officers must closely coordinate with local authorities, especial, actively propagandize policies and well manage the construction on the site of the project landmark.

The 500kV Pleiku - My Phuoc - Cau Bong, Vinh Tan - Song May, Phu My-Song May and Song May-Tan Dinh transmission line projects are speeding up to put into operation on progress of this year by CPPMB and Sothern Power Projects Management Board (SPPMB) in order to meet the load growth demand of the Southern area in the period 2014-2015.
The 500kV double circuit transmission line Pleiku - My Phuoc - Cau Bong has the length over 437.5, counted from 500kV Pleiku substation to the 500kV Cau Bong substation. This transmission line has a total investment of over VND 9,288 billion. The transmission line passes through 5 provinces: Gia Lai, Dak Lak, Dak Nong, Binh Phuoc, Binh Duong and Ho Chi Minh City. In addition to enhancing the transmission from the North to the South, meeting load growth demand of the Southern area for next two years, it also contributing to ensure power supply for Ho Chi Minh City safe was well as ensuring the operation of power system safely and economically in case of high power exchange requirement among regions throughout the country. At the same time, it is a first step for importing power from Laos to Vietnam and connecting power grid of the three countries: Vietnam - Laos - Cambodia for period after 2015. Given the particular importance of this project, it has been started from October 23, 2011 and EVNNPT is gathering its strength to energize in December 2013.
The 500kV transmission line double circuits with a total investment of over VND 2,988.4 billion line passing through the districts: Tuy Phong, Bac Binh, Ham Thuan Bac, Ham Thuan Nam, Ham Tan (Binh Thuan) and Xuan Loc, Thong Nhat, Trang Bom, Vinh Cuu, Long Khanh town (Dong Nai). The project is responsible for transmission of power from the plants in Vinh Tan Power Thermal Center to Ho Chi Minh City and neighboring provinces. Initially, the 220kV Vinh Tan to crossover point of the 220kV Ham Thuan - Phan Thiet transmission line to supply power for testing of Vinh Tan 2 power plant which is invested by EVN to meet load growth demand of the southern region. This transmission line is also a first step for interconnecting of other future large scale power resources of the southern central area such as: nuclear power plant, energy storage plant, Van Phong power plant ... to the national power system. It is expected to be energized the first phase in May 2013 and second phase in October 2013.
Like other power transmission line projects, in the implementation process of these projects, same difficulties emerged such as: some households disagreed with compensation unit price, support for effected land and plants within right of way. However, according to Mr. Le Duc Ngoc – Deputy Manager of compensation Department: it is not effected to the progress of project at present although some households have not received compensation. With total 354 foundations, the section which passes Binh Phuoc - Binh Duong provinces still has 90 foundations which has compensation entanglements in which, Binh Phuoc has 20 foundations, Binh Duong has 29 foundations and Ho Chi Minh has 41 foundations. Currently, CPPMB is working with the Provincial People Committee to complete the rest foundations by coercive measures within April. Particularly, Cu Chi District is under preparing site clearance, compensation plans and issuing land acquisition decision. Therefore, CPPMB is still actively propagandizing households to receive compensation. And at the same time, actively, drastically implement, do not expect, rely on the compensation Council.
CPPMB always ensures the principles of: democracy - publicity – lawfulness and transparence during project site clearance and compensation process. Full information about the project, compensation plans, objects, compensation time were provided to all affected households. CPPMB is also close to people, listen to people's opinions in order to promote public relations, timely clearing up queries as well as solving difficulties on the point of view: “ Ready to do whatever things which bring benefits to people”.
