EVNNPT held the third Conference on Construction Investment

On April 12th 2013, in Da Nang city, the third Conference on Construction Investment was held by the National Power Transmission Corporation (EVNNPT). The conference is to make a comprehensive assessment on the advantages and difficulties, confirm the gained achievements and give out the solutions on construction investment in 2013 and the subsequent years.  ​

Participating in the conference, representatives of Vietnam Electricity (EVN) include Mr. Duong Quang Thanh – Vice President and other representatives of the functional Departments of Planning, Appraisal, Construction Management, while representatives of EVNNPT include Mr. Dang Phan Tuong – Chairman of Management Board, Mr. Nguyen Manh Hung – Member of Management Board cum President and CEO, Mr. Luu Minh Tuan and Mr. Nguyen Duc Cuong – Members of Management Board, Mr. Vu Tran Nguyen – Vice President, Mr. Vu Ngoc Minh – Vice President, Mr. Trinh Tuan Son – Chairman of Labour Union, the representatives of Power Engineering Consulting Companies, the functional Departments, Power Transmission Companies No. 1, 2, 3, 4 and the Northern, Southern and Central Power Projects Management Boards (PPMBs) of EVNNPT. The conference was hosted by Mr. Tran Quoc Lam – EVNNPT’s Vice President.

At the conference, the report has clearly identified the advantages and challenges as well as the outstandings in the construction investment, such as many projects were behind the schedules, affecting the power supply to the economy and efficiency of the projects; the constraints and difficulties in compensation, site clearance and settlement; the management of progress, quality and check and take over of the project; the costs management and financial arrangement, etc… However, year 2012 was marked by a comprehensive change, confirming the strength of EVNNPT in the construction investment: complete the removal of the un-transferred projects which exist for many years; the final payment of the completed construction investment projects gained the big changes; the actual financial situations was clearly improved; no mistakes or failures were found in the procurement, meeting basically the requirements on quality and progress of the urgent projects; 30 projects were started and 30 other projects were energized, contributing to ensure the sufficient transmission capacity of 103 billion kWh.
 
With the main targets on ensuring the power supply to the socio-economic development and people’s life, in 2013, EVNNPT plans to put 54 projects into operation, with a total capacity of 6,838MVA of substations and total transmission line length of 3,208km, in which many significant projects are included, such as the 500 kV transmission lines of Quang Ninh – Hiep Hoa, Vinh Tan – Song May, Phu My – Song May, Song May- Tan Dinh, etc in order to evacuate power from the nation-wide large power plants and meet the increasing load demands. Especially in 2013, a significant task of large political value for EVNNPT is to energize the 500kV Pleiku- My Phuoc – Cau Bong in order to ensure the power supply to the South; start many projects to make them synchronized with the Thermal Power Plants of Vinh Tan, Duyen Hai, Mong Duong, Lai Chau in the subsequent years.
 
In order to complete the tasks and plans on construction investment, EVNNPT has set out 8 core solutions for settlement of the constraints and shortcomings, deployment of plans and norms in construction investment. In the conference, a long time has been spent by EVNNPT’s subsidiaries, the PECCs to make consultations, opinions regarding the solutions for ensuring the progress of compensation, site clearance in synchronization with the implementation of construction of projects; solutions for ensuring progress in preparation of construction investment; construction and management of the entire progress of construction of projects; solution for transferring projects after energization; consultations on strengthening the cost management in construction investment; the mobilization, arrangement of fund for projects; the lessons learnt in procurement and selections of contractors, etc…
 
In the coming time, EVNNPT and its subsidiaries will continue proposing solutions for policy and mechanism issues to the State management agencies. Concretely, the proposals to the Government include the issuance of special mechanisms on management and implementation of projects under the National Power Development Plan VII (Master Plan VII); permission given to EVNNPT to get the Government’s credit loans to make advance payment for the contracts and foreign loans for its projects; payment for the compensation, site clearance and settlement; direction made by the Government to the Ministry of Finance to provide the guarantee for  EVNNPT’s international and local loans for implementing the urgent transmission projects; to accept exemption from appraisal on economic and financial effectiveness and refunable capabilities in the projects; consideration on continuation of State fund arranged for EVNNPT for implementation of the National critical projects, etc… The proposals to the Ministry of Industry and Trade (MOIT) include: early promulgate the 2013 transmission tariff, facilitating EVNNPT to meet the financial criteria as regulated, creating favourable conditions in mobilization of fund from the international and national financial organizations for the investment and development of transmission grid; early accurate the progess of power sources, helping EVNNPTto identify a suitable transmission progress and financial arragement for the project deployment… The proposals to the State Bank of Vietnam (SBV) are to direct the commercial banks to promptly complete the procedures, sign the loan contracts for the urgent projects soon. EVNNPTproposed EVN to recommend to the line Ministries, provincial People’s Committees (PPCs), especially Hanoi and Ho Chi Minh PPCs to set up a mechanism for EVNNPT to contribute its opinions in the construction planning of provinces, cities in order to select the locations and maintain a land availability for the transmission projects according to the power sector plan which is suitable for the provincial and municipal ground and architechtural plan, consider the power sector plan as a main component in the provincial and municipal general plan. EVN, in discussion with localities on transmission line routes, location of substations, recommends to the local Departments and sectors the overall consideration to ensure the stability of the discussed options avoiding changes during the implementation. Proposals made to EVN are to report to the Prime Minister for getting permission on continuity of application of single source selection of consultants for making the feasibilities study and technical design.

On behalf of EVN’s leaders, Mr. Duong Quang Thanh – EVN’s Vice President made a speech on sharing the difficulties faced by EVNNPT in the construction investment, as well as recognizing its gained achievements; He also directed the EVNNPT’s subsidiaries to make concrete plans for carrying out the tasks assigned by EVN, EVNNPT and conclusions of the conference, ensuring completion of the set plans; indicating the concrete tasks such as: the Directors of PPMBs have to involve directly in the site clearance to settle the difficulties; work with the banks to solve the difficulties in the financial arrangement for construction investment in 2013; scrutinize the list of investment projects, prioritize the projects to have an appropriate preparation for investment; consolidate the procurement of EVNNPT, avoiding the difficulties in procedures affected the project progress, ensuring the transparent procurement; strengthen the management of financial monitoring, economic implementation, anti-waste, anti-corruption and loss, increase the cost for investment projects; push up the final payment in projects; set out the management methods meeting the set project progress. EVN will consider some recommendations to create favourable conditions for EVNNPT to complete its plans.

Making a speech at the conference, Mr. Nguyen Manh Hung – EVNNPT’s President and CEO pointed out the urgent tasks to be implemented in 2013: require the subsidiaries to make consultation, recommendations when constraints and difficulties are met so that EVN’s leaders will have timely direction for settlement; concentrate on scrutinizing the investment preparation in design, estimate and implementation, especially increase the quality in design, survey of projects done by the consulting companies; implement well the procurement to avoid any mistakes in procedures; push up the financial arrangement and consider it as an urgent task for ensuring the project progress; Mr. Hung required the PPMBs to focus on finding out the solutions for settlement of constraints in compensation and site clearance; push up the final payment for projects, etc. He also recommended EVN to direct more closely and facilitate the financial arrangement for the EVNNPT’s construction investment.
 
 
The conference concluded that EVNNPT will, in the current complicated economic conditions, continue solving its financial difficulties. With the current grown-up, the positive changes in the institutional formulation, the finalization of machinery and the awareness increased by all leaders and staff, together with the support provided by the Government, Ministry of Industry and Trade and EVN, EVNNPT determines to complete excellently the targets and tasks in the construction investment in 2013, contributing to the stable power supply for the socio-economic development of the country, setting up achievements for EVNNPT’s 5 year establishment anniversary.
 
 
In 2012, EVNNPT energized 30 projects, typically including:
- The 500 kV Son La – Hiep Hoa transmission line, the 220kV transmission line connecting Nghi Son 1 Power Plant, the 220kV transmission line connecting Mao Khe ThermalPower Plant, the 220kV Vung Ang – Ha Tinh transmission line,… which are in synchronization with power generation.

- Upgrading capacity of the 220 kV substations of Thai Binh, Hai Duong, Phu Ly, Lao Cai, Ha Giang; improvement and replacement of the thermal-resistance conductor for the 220kV Ninh Binh – Nho Quan, Hoa Binh – Xuan Mai transmission lines, stringing the second circuit for the 220kV Dong Hoa – Thai Binh transmission line; upgrade capacity of the 500kV transformer from 450MVA to 600MVA in the 500kV Dak Nong and Tan Dinh substations; replace the series capacitors from 1000A to 2000A in the 500kV Da Nang, Pleiku, Dak Nong substations...to avoid the overload.

- December 12th 2012, EVNNPT energized the 220kV Dak Nong – Phuoc Long – Binh Long transmission line to strengthen power supply to the South in 2013. In this project, many break through in management and execution have been achieved by EVNNPT, including the completion of the double circuit line, with a length of 127 km, in a 1 year duration.
