The out-of-season rains occurred in
Western Highland has dispelled “the thirst” for the blooming coffee
gardens, reduced the danger of fire in the large forest areas. The
Western Highland people are benefiting from the out-of-season rains.
However, it becomes more difficult for transmission workers who spend
days and nights at the site to complete the project before dry season
comes, without affecting the socio-economic development in the Southern
provinces.

We can say that because in the transmission line projects, only one work located in the right of way or some trees violated the voltage distance, project can not be energized. Therefore, it is meaningless when 99% of project completed but project can not be energized. The 500kV Pleiku- My Phuoc – Cau Bong transmission line project has a total length of 437km, passing through 5 provinces of Gia Lai, Dak Lak, Dak Nong, Binh Phuoc, Binh Duong and Ho Chi Minh city. To date, 923/926 foundation locations have been delivered, foundation casting has been done in 922/926 locations, 905/926 towers have been erected, conduction tension has been done for 304/437km. For the foundation buttress, compensation for one remaining location No. 8002 in Binh Duong province has not been settled because one household did not agree with compensation price which is in accordance with regulations by People’s Committee of Binh Duong province and complained to transfer and get compensation for the whole land block, both inside and outside the right of way because the left area of land is too small for house construction. Besides, this household required to get a compensation payment similar to the market price or exchange a block of land which has a similar location and area.
In the right of way, 102 households have not received compensation payment as approved, compensation options have not yet been done for 27 households to submit to the competent authorities for approval (in which including 16 architectures and houses and 03 frozen chicken farm).
Over the last time, leaders of EVN, EVNNPT, CPMB directly met with leaders of provinces, but the implementation of site clearance is still slow. The delayed transfer of ground will affect the project completion progress in April 2014. Therefore, to ensure project progress, an urgent notice has been sent by Prime Minister to Binh Duong PPC to resolve the compensation payment for the remaining 6 households in 3 foundation locations. In case the households do not agree to get payment measures for protection of implementation or compulsory compensation must be applied; procedures on approval of compensation options for the remaining households in the right of way must be carried out quickly and compensation payment applied to the right of way must be completed before March 20th 2014. Especially, the drastic measures must be applied when the households protest against project implementation.
The 500kV Pleiku- My Phuoc – Cau Bong transmission line passes through Dak Lak province, with a length of 72 km (163 tower locations), to now, 100% of ground transfer, foundation casting have been completed; tower erection has been done for 162/163 locations; conduction tension has been done for 15/16 tension distances of a length of 66/72km. The compensation (for house, land, tree) in the right of way has been basically completed. Submission for approval is being carried out for some households who have the insufficient compensation on land and trees.
Mr. Y Dham Enuoi – the Vice Chairman of Dak Lak PPC revealed that to ensure the conduction tension progress and project energized in April 2014, PPC will direct DPCs to continue resolving problems in compensation, mobilizing people to facilitate the implementing units to meet project progress and transfer ground so that project can be energized as schedule.
In Krong No district of Dak Lak province, 8 households have not received compensation payment. For the tension distance from 3401 to 3407, 7 households have not received payment claiming the low price; tension distance from 3601 to 3601, one household has not agreed to get payment compensated for house, land, trees. A working group has been established by DPC for protecting the conduction tension.
In Dak Song district area of Dak Nong province, 64 households have not received compensation payment. Especially, 4 households of Nam NJang commune illegally constructed house in protection forests (pine forest) will be forced by PPC to transfer ground (from tension distance 4501-to 45A01). These households have incited the surrounding households to protest against project construction. A group of people protected for project implementation has been organized by DPC, but it was failed.
Mr. Nguyen Duc Luyen – Vice Chairman of Dak Nong PPC said that the delayed compensation, site clearance affected the project progress was caused partly by DPCs who have not strickly resolved the site clearance difficulties. Propaganda, mobilization have been done many times, for a long duration, so measures on protection for the conduction tension will be applied by Dak Nong PPC. It means that PPC will assign Provincial Police to coordinate with District Police to apply protection measures to ensure the project will be energized as schedule.
In Binh Duong province, 79 households have not received compensation payment because they do not agree with the compensation price by PPC. One out of those 79 households has determinedly protested against the project implementation.
Mr. Tran Thanh Liem – Vice Chairman of Binh Duong DPC revealed that Standing PPC has directed drastically the compensation, but it is difficult because of the fact that land is planted with rubber trees, at 10km far from centre, so compensation price is low. To ensure project energized in April, PPC has assigned DPCs of Ben Cat and Bau Bang districts to organize a protection team for project impelementation in the remaining locations. PPC will continue directing the site clearance for the right of way.
Before “G” hour
In the whole route of line, a high number of resources have been gathered by CPMB to coordinate with the local authorities in resolving the problems on site clearance and urge the implementing units to mobilize maximum resources for accelerating the progress, completing fully the tension of conductor, arrester, cable and other tasks by 25th April at the latest. The implementation, Check and Acceptance and removal of all equipment, human resources from the site must be completed by 7p.m on 25th April at the latest in order to prepare for energized project.
The implementation by Consulting Company will be in parallel with the Check and Acceptance , error correction, etc to ensure project energized by 25th April at the latest; checking and taking over the completed work item; reviewing all other work items which have not been carried out, are under implementation… affecting the progress. Sufficient documents and procedures must be prepared for the Check and Acceptance ; report on implementation completion must be prepared to submit the Check and Acceptance committee and Ckeck and Take over Councils at local level and EVNNPT. Official document on removal of equipment and human resources from project site and right of way must be prepared to submit to the Check and Acceptance Board before project energized.

Mr. Jean Claude – Vice Country Director of AFD Vietnam (co-financer of ADB for the project) revealed that AFD highly appreciated the project progress and the high efforts by EVNNPT, CPMB and contractors in order to complete and put project into operation by April 30th 2014 as planned.
In early March, the mission has visited the site to check the tower erection, conductor tension, construction of the 500kV Pleiku substation and the compliance with the socio-environment frameworks commited in the Loan Agreement in 3 provinces of Dak Lak, Dak Nong and Gia Lai where the line passes through. The mission assessed that the line construction was implemented as schedule. Accordingly, the tower erectin and conductor tension will be completed in March. The installation of the 500kV Pleiku will be finished by mid April 2014. The PTCs will receive the transmission line by 30th April 2014. Basically, the commitments on security, environment, supervision are fully followed by EVNNPT. The supervisers of PTCs are often at the project site. Reports are done and submitted daily, quarterly.
