Mr. Dang Phan Tuong – EVNNPT’s Party Committee Secretary, Chairman of Management Board is delivering a report on results and achievements gained by EVNNPT over the last 5 years.
Making a report at the anniversary, Mr. Dang Phan Tuong – EVNNPT’s Party Committee Secretary, Chairman of Management Board raised the difficulties, challenges faced and achievements gained by EVNNPT in the last 5 years. It is obvious that EVNNPT was established in the context of global and national economic crisis, while EVN faced with difficulties on finance, investment capital and power shortage. Therefore, from starting is operation, EVNNPT had to face with many challenges, including insufficient material bases and vehicles; uneven experiences and qualification of human resources; wide-area overloaded transmission grid; low transmission charge accounted for EVN’s 6% average electricity price, bad financial indicators which can not meet requirements for getting loans while the need on transmission grid investment increases, requirements on project progress are tense.
However, by making efforts in deploying many drastic solutions, EVNNPT has overcome difficulties, gained many great achievements and completed well its mission “ensure a secure, continuous, stable power transmission for the socio-economic, political activities, security, national defence and power market of Vietnam”. By May 31st 2013, EVNNPT has managed and operated over 16,591 km transmission line, including 4,841 km and 11,750km of 500kV and 220kV transmission line, respectively, increased by nearly 50% in compare with figure from its establishment in July 1st 2008; 96 substations, in which 18 substations at 500kV voltage level and 75 substations at 220kV voltage level, with total capacity of 45,696 MVA, increased by over 84% in compared with in period July 1st 2008. The national transmission grid has spread to most of nation-wide provinces and cities and step by step connected to transmission grid of the regional countries, with modern technologies. By June 2013, EVNNPT has achieved transmission energy of over 440 billion kWh, annual average growth of over 10%. As planed in 2013, the power transmission productivity is 114.16 billion kWh, increased by over 60% in compared with in 2008; labour productivity increased continuously at an average increase of nearly 10%/year; transmission loss reduced from 3.14% in 2008 to 2.33% in 2012, and 2.3% in 2013, as planed...
Besides, the construction investment had to face many difficulties on capital arrangement and compensation, site clearance, but many positive results have been gained. Over the last 5 years, EVNNPT has energized and put into operation of 212 projects, with total investment cost of almost VND 54,000 billion. Progress of many significant projects have been in right schedule, including projects in synchronization with Son La Hydropower Plant, the Thermal power Plant in North-Eastern and Southern areas. Especially, in end of 2012, the 220kV Dak Nong – Phuoc Long – Binh Long transmission line was energized and put into operation after over 12 months of implementation, marking a record on progress, expressing the determination and close deployment of work by EVNNPT’s staff.
Together with the above-mentioned achievements, EVNNPT has also gained many important results such as: profit gained in 2012, creating a positive change on EVNNPT’s financial situation; life and works for staff were ensured; projects of many-year temporary management were removed, the final payment for construction investment projects has many changes; the allocation and management of production cost, overhaul, VAT was in right order; the human resources and organizational structure was completed appropriately. EVNNPT has also made high efforts in capital arrangement, diversification of fund mobilization to meet financial requirements for construction investment. Training on human resources development and scientific research, technologies application, technical improvement has also gained many remarkable results. Besides, over the last 5 years, the operation of Labour Union, Youth Union always follows closely EVNNPT’s political tasks; the social, charitable and livelihood tasks have always been given with high attention and brought into play by EVNNPT’s employees…
According to Mr. Dang Phan Tuong - EVNNPT’s Chairman of Management Board, the main tasks by EVNNPT in coming time are enormous, with many difficulties and challenges. The transmission grid has not met the requirements, overload occurs in many areas, with high dangers of wide area blackout. Investment in construction of transmission grid will be very high in coming years, with a value of over VND 17,000 billion/year … Therefore, to ensure the completion of all tasks assigned, the immediate tasks to be done by EVNNPT are to consolidate, strengthen the operational management, renovate technical management, improve the protection of transmission grid corridor; focus on ensuring the progress of construction investment projects, especially the urgent and significant projects, concentrate on financial arrangement for 47 urgent projects in 2013 including 500kV Lai Chau – Son La transmission line, Upgrade of series capacitor for the 500kV Nho Quan – Ha Tinh transmission line, the 220kV Ha Dong – Thanh Cong transmission line. Besides, EVNNPT needs to increase quality of enterprise management and administration, push up the training on human resources development, ensure works and improve better working conditions for its employees, better carry out the internal communication and pulic communication…
In the long-run, EVNNPT will focus on extended investment in combination with improvement, upgrade, in-dept investment so that it will have a modern and smart transmission grid by 2020, connected with the transmission grid of the regional countries; try to ensure financial resouces for its activities, get an appropriate transmission charge to ensure financial indicators and have sufficient capital for construction investment and gain profit, set up a professional, efficient and transparent organization and administration model, train a body of managers and senior experts on transmission in the region, create a favourable working conditions so that the employees are always proud of and believe in EVNNPT.
By 2020, EVNNPT will try to reduce the transmission loss to below 2%; the proportion of unman substations will be 75%, 100% of substations will meet requirements on environment in accordance with ISO 14001; the whole transmission grid will be equiped with monitoring system, fault locator system, with online fault warning system for transformers; complete regulations, standards on transmission grid operation, meeting requirements on system operation, with operation of nuclear power plants …
Mr. Hoang Quoc Vuong – EVN’s Party Committee Secretary, Chairman of Management Board made a speech at the anniversary
Making a speech at the anniversary, Mr. Hoang Quoc Vuong- EVN’s Party Committee Secretary, Chairman of Management Boar has recognized, highly appreciated the efforts and achievements gained by EVNNPT over the last 5 years. He also confirmed that the stable and developing operation of EVNNPT has established basic conditions for setting up a competitive power market in accordance with the roadmap approved by the Prime Minister. The success by EVNNPT in the model of one-member limited liability Company is also persuasive evidence on sound policy by our Party and Government in the rearrangement, renovation of state-owned enterprises and confirms the role of state-owned enterprise in the national economy.
EVN’s Chairman Vuong noted that the objectives and main tasks by EVN in coming time are very huge. In any conditions, EVN must ensure power supply for the socio-economic development and livelihood of people. EVN must try to be a continous developed organization, with healthy financial conditions, be responsible for social community and friendly to customers. The objectives and main tasks by EVN will not be completed comprehensively in case of no efforts by all EVN’s employees, including EVNNPT. Therefore, in coming time, EVNNPT’s staff will have to implement well the operational management, technical management, prevent any faults caused by human, minimize the faults by errors …; focus on extension and improvement of transmission grid to be a modern and smart one; push up the progress of critical and urgent projects, especially the North-South transmission project, the projects in synchronization with power generation plants; complete the management institution, clarify the responsibilities in various activities; cooperate well with localities, take advantage of assistance by people in compensation and site clearance; be initiative in financial arrangement for construction investment, etc.
Chairman Vuong believed that with trandition on solidarity, responsibilities, renovation, EVNNPT will continuously be creative to grow up, overcome any difficulties and challenges, gain many greater achivements, deserving to the belief by EVN and the Government.
