ODA: 20 years – a development path

​On 07/8/2015 in Da Nang, the International Conference "Review of 20 years of ODA mobilization and utilization in Vietnam" held by Central Economic Committee in collaboration with the People's Committee of Da Nang  and Bank for Investment and Development of Vietnam (BIDV). Mr Dang Phan Tuong – Chairman of EVNNPT led the National Power Transmission’s mission (EVNNPT) to participate in the conference.

The conference witnessed the participation of Mr. Somsavat Lengsavad - Deputy Prime Minister of the Lao PDR; Mrs. Men Sam An - Deputy Prime Minister of the Royal Cambodia, Governor of State bank of Myanmar and representatives from Ministries of Laos, Cambodia and Myanmar. In terms of the Government of the Socialist Republic of Vietnam had Mr. Vu Van Ninh - Deputy Prime Minister, Mr. Vuong Dinh Hue - Member of the Central Committee, Head of the Central Economic Committee as well as officials and experts of the Ministries and representatives of beneficiaries of Official Development assistance (ODA).

Speaking at the conference, Mr. Vu Van Ninh - Deputy Prime Minister emphasized that Vietnam has experienced 30 years of innovation and 20 years of assistance from financial institutions. The Official Development Assistance (ODA) has helped Vietnam ensure its macroeconomic stability, maintaining political security and deep integration with the world economy. In the past 20 years, with more than 10% of total investment in Vietnam, ODA has provided significant amounts of capitals to develop infrastructure for Vietnam, including transportation, energy, irrigation, rural, health, education and training as well as gradually improving the policy system, management and human resources, especially high quality human resources. Besides these achievements, Deputy Prime Minister frankly acknowledged some objective limitations in using ODA including absorption capacity, slow disbursement, inefficient use of capital, improving framework regime but still cumbersome and complicated project management procedure in some areas, which has not caught up with the higher management requirements.

EVNNPT Mission at the International conference

The Official Development Assistance (ODA) plays an important role in the field of investment and development of the National power transmission company (EVNNPT). Since its foundation in 2008, EVNNPT readmission some ODA loan projects from the Vietnam Electricity (EVN) with the total amount of 850 USD million. So far, after 7 years, the total cumulative ODA loans of EVNNPT under both multilateral and bilateral agreements amounted to 2.15 USD billion, an increase by 153% compared with its establishment and account for 45.9% of the total EVNNPT’s investments in power transmission system during the period 2008-2015 (approximately 101,199 billion). During the period 2016-2020, the total ODA in the programs sponsored by the multilateral financial institutions and foreign governments committed / planned for Vietnam government borrowing in the power transmission sector was approximately $ 1.9 billion. Up to now, EVNNPT has 19.631km transmission line (including 6,790 km of 550kV line, 12.799 km of 220kV line and 43 km of 110kV line), an increase by 45.5% compared with 2010. The total number of substations up to now is 109 (including 23 550kV substations, 85 220kV substations and 01 110kV substation), an increase by 45.3% compared with 2010. The power transmission network is constantly being expanded and upgraded to meet the requirements of safe, continuous and stable operation, contributing to ensuring the social and economic development.

Overall, the results of EVNNPT’s projects funded by ODA are regarded as effective with relatively good disbursement rate, basically meeting the schedule of fund arrangements and project deployment as well as guaranteeing the project output. This is also the basis for the donors to continue to trust and consider funding for the next EVNNPT loans with a larger and various forms. /.
