Welcoming the Mission is Mr. Henri
Baissas - Vice president of Business France, Mr. Marc Cagnard- chief
representative of Business France in Vietnam. In the opening session, Mr. Jean
Noel Poirier - French Ambassador in Vietnam and Mr. Nguyen Ngoc Son - Vietnam Ambassador in France attended and
delivered a speech at the forum. The presence of the two ambassadors has
expressed high interest by the governments of 2 countries - Vietnam and France
in the development of energy sector.
Mr. Cao Quoc Hung - Deputy Minister of
Industry and Trade chaired the electricity session. Deputy Minister Cao Quoc
Hung expressed concern about supporting the cooperation in energy sector
between Vietnamese and French enterprises. He encouraged the enterprises of
both sides to actively discuss and share experience in order to contribute to
the efficient development of energy sector. Vietnam Electricity (EVN)’s
representative, Mr. Ngo Son Hai - Vice president delivered a speech on the
overview of Vietnam’s electricity sector, opportunities and needs as well as
orientation for strategic development in the future.

The

Industry and Trade (MoIT)
The National Power Transmission Corporation
(EVNNPT) delegation attended the forum was led by Mr. Dang Phan Tuong -
Chairman of the Management Board. The forum was a valuable opportunity for
EVNNPT to seek for collaboration opportunities, learning experience from
international partners. EVNNPT had B2B meetings with many partners such as: EDF
(Electricite de France), RTE (Le réseau de l'intelligence électrique), JST (Jeumont Schneider Transformateur), SEDIVER,
HECLA, METEORAGES and SEFTIM. These are corporations, distributors with high
reputation in the world on electrical equipments and technologies applying
modern solutions for transmission line and substation. RTE- French power
transmission corporation is a subsidiary of EDF. The primary mission of RTE is
to ensure safe operation of the power transmission, maintenance and repairing
of power grids, constructing the power transmission network synchronized with
European grid network at the most economical cost. Unlike EVNNPT, in power operation
system, in addition to the operating, maintenance, engineering department, RTE
also includes National Load Dispatch Center in Paris specializing in operating
400kV grid and 7 Regional Load Dispatch Centers in entire territory of France.
JST (Jeumont Schneider Transformateur)-
a leading distributor of transformers with multiple types and different
capacities from 2250MVA to 750KV. JST supplied the 500kV transformers for 500kV
North-South circuit 1 transmission line of Vietnam. So far, a number of JST
transformers have still been in operation on the Vietnam’s power grid; SEFTIM -
manufacturer of lightning protection devices on high-voltage grid with over 50
year experience in maintenance of electrical systems and researching lightning
protection devices; SEDIVER - with over 60 years in the field of researching,
designing, producing and anti-shock insulators made of glass and polymer which
are often used in substations from low voltage to super high voltage (800kV DC
to AC 1000kV); SEDIVER has been in cooperation with EVNNPT in many projects such as 500kV Thuong
Tin- Quang Ninh transmission line, 500kV Pleiku -Phu Lam transmission line ...;
Hecla - an independent technical company in the fields of energy sector, with experience
in implementing more than 800 projects; Finally METEORAGES- a company with
strong experience in the installation of the lightning data collection system,
data analysis as well as the solution to prevent malfunction due to lightning
for transmission lines and substations.

A

It can be confirmed that the B2B
sessions with each corporation has helped EVNNPT to better understand its
partners so as to design suitable orientation in the application of technologies
in production and operation. This is the first step to open more opportunities
for potential cooperation between EVNNPT and its partners in learning and
applying scientific and technological advances, which help fulfill EVNNPT’s
transmission grid management, operation and investment.
Some
major points EVNNPT preliminarily agreed with its partners as follows:
1. RTE and EDF
RTE and EDF were ready to share
experience as well as participate in bidding for consulting services, support
EVNNPT in the technical assistance project funded by ADF, help EVNNPT to build
remote control centers, unmanned substations as well as providing training for
technical staff, live work.
2. JST
JST committed to send experts to
examine the current situation and support EVNNPT in maintenance and repair of
existing 500kV, 3x150MVA transformers on the 500kV transmission grid to ensure
their life expectancy of upto 40-60 years. JST also expressed the desire to provide
3x300MVA transformers for EVNNPT and will consider ways to participate in the transformer’s
market of EVNNPT.
3. HECLA
Hecla was willing to help EVNNPT to verify
the design of transmission line and substation and find out the limitations in
design done by domestic consulting companies.
4. METEORAGES:
METEORAGES was interested in testing
the installation of lightning location systems on Vietnam’s power transmission
grid. The two parties agreed to install a lightning sensor system on the Northern
power grid of Vietnam, in August 2015.
5. SEFTIM:
The company will send
experts to Vietnam in August 2015 to discuss more about support and cooperation
with EVNNPT in lightning protection devices, reducing the number of incidents
caused by lightning on 220-500kV transmission lines and risk management on
lightning./.
