The 500kV Pleiku- My Phuoc – Cau Bong transmission line project: in the middle of a very urgent period

​The push up of progress of the 500kV Pleiku- My Phuoc – Cau Bong transmission line project is considered as a “target” for settlement of power shortage in Ho Chi Minh city and surrounding areas from 2014. In this very urgent period, a movement on joint-emulation among implementing units, monitoring consultants, designing consultants and local authorities was raising to complete project by April 2014, as scheduled, to record achievements for celebrating the Southern libration and country unification day and International Labour day - 1st May.

    The assessment by Central Power Projects Management Board (CPMB) shown that the site clearance for foundations has been completed, and for the right of way, the payment of compensation fee will be completed by end of February to be transferred to the contractor for implementation. 48/123 pincers are eligible for compensation payment to transfer to contractor for tower erection and conductor tension in January and February. The remaining locations will be carried out by end February and until completion. The packages on equipment are carried out promptly including steel tower, optical cable and accessories; Conductor, lightning arrestor have been delivered to the contractor. Package on insulator and fittings at phase 1 and 2 have been delivered, phase 3 will be delivered by 25th February, which are eligible for conductor tension. The other packages are being transferred in March; in which Chinese contractor committed to shorten time for delivery of 6 shunt reactors to Pleiku and 6 remaining ones in Cau Bong area, about 1 month or 1month and a half. Foundation casting has been completed for 914 location, accounting for 98.7%, tower erection completed for 73.4%.
 
      Mr. Nguyen Duc Tuyen- Director of CPMB revealed that from January, the implementing units started conductor tension in the whole route. Conductor tension of over 437km in 3 months will be a rememberable record. “ With the determination by investor, the coordination by local authorities, the execution of project management unit and capability of implementing unit, up to now, we can confirm that the project progress can be ensured to be energized by April 2014” – said Mr. Tuyen.
 
      The Power Construction Company No. 4 participated in package No. 1, No. 4 (in Dak Lak) and package No. 8 (dak Nong), including extension of 500kV Pleiku substation and 50km transmission lines. Identifying the project of national importance, the Company has concentrated human resources to ensure the implementation, with quality and progress ensured. In the rush time, 8 units have been arranged to involve. Vice Director Mai Ngoc Duong revealed that the amount of works done in the 500kV Pleiku substation has reached over 70%, ensuring the planned progress on completion by April this year. The remaining 30% is waiting for installation of main equipment.
 
      The implementation of 2 packages No. 13 and 14, with a total f 141 locations, total length of 68.3km, Power Construction Joint Stock Company No. 1 (PCC1) is one of the strongest contractors in the site of this 500kV transmission line (circuit 3) because the company has used entirely automatic equipment for serving conductor tension which can tense 8 conductors at te same time. At the location of 7101 in Phu Giao district, Binh Duong province. Vice Director Dang Van Nghia revealed that the spaceship-based conductor tension has an advantage of no affection on crops and no compensation fee, time for implementation is short, while the quality of conductor and quality of conductor and project can be ensured.
 
Because of target on ensuring power supply to the South the earlier is the better, Mr. Dang Phan Tuong – EVNNPT’s Chairman of Management Board said that EVNNPT encouraged contractors to arrange people for project implementation during Tet days. Special mechanisms have been set up for the workers who spend Tet days in the site. EVNNPT required CPMB to complete the check and take over of the finished construction works, payment made right after works done, so that contractors have sufficient expenditures to support workers in the lunar New Year days.
 
      Besides, EVNNPT often provided gifts to labourers who work in the site and the local compensation councils, which create an exciting emulation in the site. For example, in order to complete the conductor tension in 3 months , PCC1 arranged its staff to work during the Tet days and provided an encouraging regime for the staff who work during Tet days.
 
     CPMB’s Director Nguyen Duc Tuyen commented that “Thanks to the 55 day-night campaign held in September last year in Cu Chi district, Ho Chi Minh city, an exciting emulation among workers, project managers, consultants and compensation councils of provinces where transmission line runs through, especially the acceptance by affected households has facilitated the transfer of ground to contractors”.

Overcoming the last difficulties
     According to Vice Director Mai Ngoc Duong, during the implementation process, the highest difficulties are the site clearance because affected people, especially the ethnic minorities, did not understand the state policies. However, under the direction and determination by EVNNPT, CPMB together with contractor and local authorities has ensured a compensation in accordance with the state policy and project progress.
      In fact, after receiving official letter by EVN , Vietnam Rubber Corporation has sent letters to its subsidiaries such as Phu Rieng, Chu Pah to agree upon the compensation rate by Gia Lai Province People’s Committee. In some areas, compensation rate was higher that the rate of province, report was submitted to Vietnam Rubber Corporation for approval without affecting the project progress.
     “The remaining difficulty is removal of houses because almost 700 houses along the right of way have to be removed; with the highest number of houses removed in Dak Nong, Binh Phuoc, Binh Duong provinces. The main reasons are that households did not agree with compensation rate set by PPC because it is not suitable to the actual rate. Despite that Binh Dong and Binh Phuoc provinces have applied a rate equivalent to the selling price at compensation time. However, under the current policy and manner, power sector will find out, together with local authorities, reasonable solutions so that affected households will agree upon the compensation rate, despite it will not be easy. The thing must be worried is to start it in this period, in case of waiting for sufficient materials for implementation after Tet days, the project will not be completed as scheduled” Mr. Tuyen concerned.
     In parallel, the relevant projects such as 500kV Cau Bong substation, 220kV Cau Bong – Duc Hoa transmission line must also be completed by April 2014 in order to evacuate entire power from this 00kV transmission line circuit 3. Therefore, the construction workers have to carry out construction in the whole route of transmission line Mr. Tuyen revealed that in order to ensure the project completed by April 2014, the number of human resources by March, April in whole route must include over 2000 skilled workers and 80 teams specialized in tower erection and conductor stringing.
     Based on calculation, when the 500kV Pleiku- My Phuoc – Cau Bong transmission line project completed by April 2014, the oil-based thermal power of a capacity of about 400 million kWh will not required to be mobilized in the South, which save about VND 1,200 billion or even higher when load demands increase.
Because of the planned time pressure, CPMB together with the implementing units, consulting units has made the high efforts in organizing the day-by-day urgent implementation of project, even during the lunar New Year days, in order to complete the project as scheduled./.
