speech at the ceremony
The NEXI untied loan of USD 170
million will be utilized for EVNNPT’s
500kV Vinh Tan Power Centre – Song May – Tan Uyen transmission line project.
This gained achievement was thanks to over 1 year loan arrangement. This loan
is provided with guarantee by Ministry of Finance and NEXI insurance, with
co-finance by Japanese banks, in which BNP Paribas and Sumitomo Mitsui Trust
Bank are the loan coordinators and arrangers.
The 500 kV Vinh Tan Power Centre – Song
May – Tan Uyen transmission line project will contribute to transfer capacity
of Vinh Tan power centre into the national power system, firstly transfer
capacity of Vinh Tan 3 power plant under Vinh Tan power centre to meet the
demand on load growth in the South, especially the load centres in South Eastern
area and Ho Chi Minh city; linking the other future sources of power in the
South Central area such as nuclear power plants, pump-storage power plants, Van
Phong power plant… as well as increasing the stability, reliability of power
system.

Tokyo made a speech at the ceremony
This ceremony is the results of
efforts made by the relevant parties. The first time discussed with EVNNPT 3 years ago, the NEXI untied loan
was raised by BNP Paribas. After that meeting, the loan arrangement and
negotiation have been done well. On October 22nd 2013, EVNNPT officially mandated BNP Paribas và Sumitomo Mitsui Trust
NEXI untied loan arrangement. After the meeting with NEXI leaders by EVNNPT leaders in October 2014, in Japan
and meeting with BNP Paribas in May 2014 in Paris, as well as the field trip in
the South of Vietnam by NEXI team in March 2015; finally, on November 30th
2015, EVNNPT, BNP Baribas and
Sumitomo Mitsui Trust together with Japanese local banks signed a Nexi untied
credit contract to finance the 500kV Vinh Tan Power Centre – Song May – Tan
Uyen transmission line project.
After most of prerequisite
conditions are completed, especially the guarantee by Ministry of Finance
provided in time as required by NEXI, the NEXI untied loan was officially
launched.

According to Mr. Dang Phan Tuong – EVNNPT’s Chairman of Management Board, this
loan can serve a part of EVNNPT’s
investment cost in 2016 – 2018 period. This is the 3rd NEXI untied loan, after
the 1st one of USD 200 million in 2011 and the 2nd one of USD 245 million in
2014. This fact has shown a high priority by the Government of Vietnam, the
relevant Ministries and effective cooperation between EVNNPT, NEXI and Japanese banks in the fund arrangement for the power
transmission projects of EVNNPT. EVNNPT commits to mobilize all
resources to ensure that the project will be completed as scheduled. He also
expects to be further provided with support by the Government and relevant
Ministries, NEXI and the banks in financing the future projects./.

This project will benefit Vietnam by
ensuring a stable power supply. This is also useful for improving business
environment for Japanese enterprises which are operating in Vietnam. NEXI is
proud of participating in this great project.
Total committed insurance by NEXI
was nearly JY 16,000 billion as of March 2016. Geographically, over half of
that figure come from Asia, which get the higest insurance by NEXI. Especially,
this figure in Vietnam was about JY 1,000 billion, which helps Vietnam become
the top country provided with NEXI insurance. The projects recently provided
with NEXI insurance include Vinh Tan 4 and Duyen Hai 3 Thermal Power Projects. This
fact indicates a considerably economic growth in Vietnam, making Japanese
companies to consider Vietnam as a significant commercial partner and a good
destination for investors. Especially, NEXI has received many requirements from
Japanese companies in supplying equipment for power sector of Vietnam.
With our efforts in promoting
Japanese commerce in Vietnam, NEXI expects to contribute to the success in
future economic development of Vietnam.

On behalf of 10 lending banks
including BNP Paribas, SMTB which are arrangers, together with local banks such
as NH Shizuoka, NH Nomura Trust, NH Daishi, NH Chiba, NH Hachijuni, NH Hyakugo,
NH Yokohama and NH Kyoto, we have the honour to be presented at the ceremony.
This NEXI untied loan is a big
achievement gained by efforts of all relevant agencies including EVN, EVNNPT, Ministry of Finance, NEXI and 10
commercial banks.
The arrangement of finance for EVNNPT project helps us to learn a lot from
Vietnamese partners. We are impressed by EVNNPT’s
determination in this project and we highly appreciate the capacity and working
manner by Vietnamese partners. This is the main factor for the achievement in
arranging fund for such a big project.
I fully believe that the
diversification of lending banks would lead to a growing fund provided to the
infrastructure development projects in Vietnam.
