• Managing many large-scale power projects
Together with the construction of 500kV transmission line –circuit 1 and requirements on investment in construction of transmission grid in synchronization with the substations from 220kV to 500kV, CPPMB was established in July 7th 1988, with the main tasks on investment in construction of 110-220kV substation and transmission line projects in Vinh – Quang Ngai route to transfer power from Hoa Binh Hydropower Plant to the Central area. Up to now, after 25 years of development, with the main tasks on project management, technical monitoring consultation, compensation and site clearance, organizing the civil work bidding, supply and maintenance of material and equipment, transportation of equipment, etc., CPPMB has undertaken many national-level critical projects which are highly appreciated by Ministries, sectors and the Government.
Setting up a signboard for the 500 kV Hiep Hoa substation According to Mr. Nguyen Duc Tuyen - CPPMB’s Director, apart from the projects in Central area, CPPMB is assigned by National Power Transmission Corporation (EVNNPT) to manage some projects in other regions. In the North, CPPMB manages the projects on power purchasement from China via Thanh Thuy – Ha Giang – Tuyen Quang and Tuyen Quang – Bac Can – Thai Nguyen border gates; the projects in synchronization with Son La Hydropower Plant such as 500kV Son La, Hiep Hoa substations and connection transmission line; the projects on evacuating power of North-Eastern Thermal Power Centre such as 500kV Quang Ninh – Hiep Hoa, the projects in synchronization with Vung Anh Thermal Power Centre. The 500kV Hiep Hoa substation is a project of largest scale in Southeast Asia, serving the socio-economic development requirements and ensuring the national defence security of the country as well as of Hanoi and other provinces, where hydropower centres concentrate, with total capacity of about 6540MW, including the large-scale hydropower plants of Hoa Binh, Son La, Lai Chau.
In the South, CPPMB manages the 500kV circuit 2 transmission line projects of Pleiku- Phu Lam, Pleiku-Doc Soi- Da Nang, Pleiku-My Phuoc –Cau Bong, Da Nang – Ha Tinh; the 220kV transmission lines of Vinh – Ha Tinh – Thanh Thuy; the projects in synchronization with Vinh Tan Thermal Power Centre, especially the Dak Nong – Phuoc Long – Binh Long transmission line completed in last year meet the urgent requirements on power for the Southern provinces and Ho Chi Minh city from begining 2013. This is one of 9 critical projects supplying power to the South for period after 2013, creating a linkage for the 220kV transmission grid between Central Highland and Southern power systems from now to after 2020.
The projects invested by CPPMB play an important role in completion of National Power Development Plant No. IV, V, VI and VI, at current time, which has been approved by the Prime Minister. Up to now, CPPMB has completed almost 3,000 km transmission line, including 1,232.76 km transmission line at 500kV voltage level and 1,654 MVA of total capacity of transformer, which timely meet the socio-economic development demands of localities, contributing to increase the reliability and stability of transmission grid in Central and nation-wide area. The projects are helpful, which have timely settled the power shortage in different regions of the area, connected the transmission grid with that of the sub-regional countries and Southeast Asia.
• Bring into full play the role of management and execution
Mr. Dang Phan Tuong – EVNNPT’s Chairman of Management Board commented that CPPMB is one of 3 surbordinate Power Projects Management Boards, which is representative to EVNNPT in managing the construction investment projects. In fact, the investment in construction of National transmission grid has a special characteristic that the transmission route spreads over many provinces, running over the high mountains which is difficult for implementation, quality monitoring and management of project execution. Whereas the transmission fee is too low making difficult for calculation of economic efficiency of project. On the other hand, the lack of capital for investment in construction of transmission line and substations makes difficult for EVNNPT to mobilize fund. Besides, the difficulties in planning such as national power planning is not in consistent with other planning of localities has caused difficulties in negotiations for transmission route and land allocation by localities. Some policies on construction investment are not consistent, especially the compensation and site clearance causes many difficulties and disturbance in the project management and execution.
Evaluating the technical management and quality of project, Mr. Nguyen Duc Tuyen said that the appropriate procedures and norms must always be strictly followed so that the projects will not be affected. Therefore, CPPMB often pushs up the implementation progress, quality monitoring, organizes the commissioning, energizing and putting a series of projects into operation. Especially, CPPMB has proposed to and accepted by EVNNPT to assign the Power Transmission Companies (PTCs) and Power Companies (PCs) to coordinate with CPPMB to carry out consultation on project quality monitoring. This limits the problems during the project execution, efficiency of projects is increased, which is convenient for putting projects into operation.
In parallel, CPPMB follows closely the Laws and regulations on bidding as well as regulations set by EVN, EVNNPT, many bidding packages are completed in right progress, ensuring the quality and appropriate price. The evaluation, selection of contractors is carried out closely, appropriately and effectively. The bidding results of all packages carried out by CPPMB are approved by EVN, EVNNPT, State management agencies and lenders.
Compensation, site clearance is very important, which can decide the right progress of project. In fact, some mechanisms, policies on compensation and site clearance are not consistent among regions, while one staff have to hold several positions, manage many projects in the localities. Therefore, the compensation and site clearance is always difficult. CPPMB is always active in close cooperation with localities, improvement of some steps such as establishment of Compensation Council to carry out the project in parallel with making technical design and total estimate for projects, sign economic contracts on compensation consultation with many districts. Especially, for the 500kV transmission line circuit 2 and circuit 3, CPPMB proposed to and accepted by the Government on applying special mechanism, contributing to a rapid settlement of compensation, site clearance to transfer to the contractor, putting the project into operation earlier than assigned progress.
Participation in deploying the National Power Development Plan to year 2015, with consideration to year 2020 (Master Plan No. VII), CPPMB will continue facing many difficulties and challenges. However, Deputy Prime Minister Hoang Trung Hai raised confidence in CPPMB’s leaders and staff to bring into play the achievements gained so far in order to ensure a highest efficiency for transmission projects, maintaining the glorious trandition of Vietnam’s electrician as well as a brand name of CPPMB in every power project./.
