EVN and EVNNPT’s leaders worked with Ba Ria Vung Tau Provincial People’s Committee
The mission has inspected the sites which have difficulties on compensation, site clearance, met with affected households, bases, enterprises who will be provided with compensation but have not agreed upon the compensation policies in order to find out solutions for such problems in order to push up the implementation progress, meeting commissioning and energizing requirement by the Prime Minister.

Working with People’s Committee of Ba Ria Vung Tau province (PPC), President and CEO Nguyen Manh Hung confirmed that EVNNPT – the project investor have made a good preparation for the project to implement in as scheduled. For the project management, EVNNPT has established a Site Steering Committee, with EVNNPT’s leader arranged to be permanent at site to manage and direct project implementation, handle problems. Regarding compensation, site clearance, EVNNPT coordinates closely with the local Council on compensation, site clearance at all levels, scrutinizes each case, applies flexibly compensation policies so that compensation and site clearance do not affect the benefit of people, ensuring a stable life for people, creating a high consent between investor and local authorities and people; for the households/individuals who have received appropriate compensation but still require a higher rate and do not move to transfer ground for project implementation, EVNNPT asks local authorities to organize a safeguard team for implementation. EVNNPT has arranged sufficient materials, equipment, machineries, human resources, ensured 2-shift work a day, so when the ground is transferred, implementation will be carried out continuously 12 hours/day.

At the meeting with Ba Ria Vung Tau province, Mr. Tran Minh Sanh – Chairman of Provincial People’s Committee has confirmed to facilitate power sector so that the 500kV Phu My – Song May T/L will be energized by end September 2013 and require the Departments, sectors and districts where the T/L run through to concentrate on troubleshooting any problems to transfer ground for EVNNPT, ensuring that the 500kV Phu My – Song May T/L will be energized in schedule requested by the Prime Minister. Regarding the problems on compensation, site clearance, Mr. Tran Minh Sanh required Department of Finance to host, coordinate with Department of Natural Resources and Environment, People’s Committee of Tan Thanh District to invite the households who have not accepted compensation policies to propagandize, explain for them to understand the state policies on compensation, site clearance and the importance of project so that they will accept the provided compensation. Policemen will be arranged to settle the situation when anyone prevent implementing unit to carry out the line tension so that the 500kV Phu My – Song May T/L project will be energized as scheduled.

In Dong Nai province, the 500kV Phu My – Song May T/L run through 5 districts of Long Thanh, Cam My, Thong Nhat, Trang Bom and Vinh Cuu. Up to now, all 5 provinces are facing difficulties on ground for project implementation, because the households do not agree with the policies on compensation for site clearance. At the meeting between EVN, EVNNPT with Dong Nai PPC, after listening detail reports on problems and difficulties on compensation, site clearance made by Southern Power Projects Management Board (SPMB) and leaders of 5 districts where the transmission line run through, as well as leaders of provincial Departments and sectors, the PPC’s Chairman Dinh Quoc Thai has directed the Departments, sectors and districts where the transmission line run through to concentrate on settling absolutely problems to transfer ground to EVNNPT and set up options on implementation protection if any households would be deliberate to prevent and affect the implementation.

The 500kV Phu My – Song May T/L is a double circuit one, with a length of 66km, total 159 tower locations. It aims to transmit power to the Southern provinces in dry season 2014, firstly to serve the power cut-off of the North-South 500kV T/L for implementation of the 500kV Pleiku- My Phuoc – Cau Bong T/L.
