The project “the 500kV Thanh My substation and branch (phase 2)” is invested to transfer capacity of Xekaman 3 Hydropower Plant of Laos and the hydropower plants in the West of Quang Nam province into the National power system (including Dak Mil 1, Dak Mil 4, Song Bung 2, Song Bung 4 hydropower plants, etc.); connect the 500kV, 220kV power system in the Western Central Highlands, contributing to strengthen capacity, reduce transmission loss and increase the reliability in power supply of the system.
The 500kV Thanh My substation and branch is constructed in Nam Giang district, Quang Nam province and divided into 2 phases. The project Phase 1 was energized in December 2011. Project Phase 2 is to invest 02 transformers of a 450MVA capacity; 02 medium-voltage transformers at 35kV of a 560 KVA capacity; reactor; distribution system at 500kV, 220kV, 35kV; invest an integrated control system for entire substation; complete the fire protection and treatment system and invest in the 500kV branch, 2 circuits, of a length of 8.19km, connecting the existing 500kV Pleiku-Da Nang transmission line (circuit 1) to the substation. As planned, the project will be commenced in October 2013 and put into operation by end of 2014. To date, CPMB together with the various-level local authorities has organized the measurement, made compensation plan, set up a compensation council, issued decision on land acquisition for transmission line route. The main items of work in project Phase 2 include: digging land and rock embarkment of 27,135 m3; concrete of various types of 814,610 m3; foundation steel rod of 424 tons; steel tower of 1,681 tons; conductor, light arrester, cable and accessories of 318.91 tons; The total investment cost is VND 928.003 billion (in which the cost estimate for project Phase 2 is VND 746.183 billion), the packages funded by Eximbank Vietnam – Da Nang branch (VND 490 billion) and equity by EVNNPT.

The 220kV trasmission line connected Song Bung 2 and Song Bung 4 Hydropower Plants into the National power system is invested to transfer capacity of Song Bung 2 and Song Bung 4 plants into the national power grid. This transmission line is a double circuit one, of a length of 6.5 km, in Nam Giang district of Quang Nam province. The project started on August 5th 2013 and will be tentatively put into operation in June 2014. To date, CPMB together with the various-level local authorities has organized the measurement, made compensation plans, set up a compensation council, issued decision on land acquisition. At present, the contractor is gathering materials for digging and casting foundation. The main items of work include: digging land and rock embarkment: 102,746m3; concrete of various types:4,273.610 m3; foundation steel rod: 267.24 tons; steel tower:1731 tons; conductor, light arrester, cable and accessories: 75.205 tons; The total investment cost is VND 324.900 billion, which come from different sources of fund:compensation and resettlement cost borrowed from Vietnam Development Bank (VDB), the cost for packages on civil works, steel tower, conductor, arrester, cable, insulator and accessories borrowed from Eximbank Vietnam – Da Nang branch (VND 250 billion) and other costs to be taken from EVNNPT’s equity.

The project “220kV Son Ha – Doc Soi transmission line” is invested to exploit, transfer capacity of the medium- and small-scale hydropower plants in Son Tay, Son Ha districts of Quang Ngai province to the national power system, contributing to ensure power supply to the load demands of Quang Ngai province and the surrounding ones, increase the reliability, stability and secure operation for the Central power system in particular and the national power system in genera. The transmission line is double circuit, with a length of 46.33km running through the districts of Son Ha, Son Tinh and Binh Son of Quang Ngai province. The project started on December 28th 2012 and will be tentatively energized and put into operation by October 2013, in synchronization with power generation progress of Dakdrinh hydropower plant. To date, the works done include foundation dig: 119 out of 132 locations; Foundation cast: 114 out of132 locations; tower erection: 11 out of 132 locations; transfering ground to the implementing unit: 128 out of 132 locations. The total main items of work include: digging land and rock embarkment: 70,328 m3; concrete of various types: 5,774 m3; foundation steel rod: 326 tons; steel tower: 2,134 tons; conductor, light arrester, cable and accessories: 938 tons. Total investment cost is VND 360.586 billion, arranged from various funding sources, including compensation, resettlement of VND 20 billion borrowed from Vietnam Development Bank (VDB), the packages on civil works, steel tower, conductor, arrester, cable, insulator and accessories used loan from Eximbank Vietnam – Ba Dinh branch (VND 226 billion) and other costs taken from EVNNPT’s equity.
The project “220 kV Vinh Tan – Phan Thiet transmission line” is invested to transfer capacity of Vinh Tan power plant to the National power system, strengthen capacity and reduce loss for the power system, create a connection of 220kV power grid in the South Central coastal area. The transmission line is double circuit, with a length of about 91.719 km running through the districts of Tuy Phong, Bac Binh and Ham Thuan Bac of Binh Thuan province. As planned, the project will be commenced in September 2013 and energized and put into operation by end 2014. To date, CPMB together with the various-level local authorities has organized the measurement, made compensation plans, set up a compensation council, issued decision on land acquisition. The main items of work include: digging land and rock embarkment: 252,515 m3; concrete of various types: 11,714 m3; foundation steel rod: 678 tons; steel tower: 4,841 tons; conductor, light arrester, cable and accessories: 2,930 tons; The total investment cost is VND 999,220 billion, which come from different sources of fund: compensation and resettlement cost (VND 33.141 billion) borrowed from Vietnam Development Bank (VDB), the cost for packages on civil works, steel tower, conductor, arrester, cable, insulator and accessories borrowed from Eximbank Vietnam – Long Bien branch (VND 680 billion) and other costs to be taken from EVNNPT’s equity.

At present, CPMB concentrates on guiding, managing the execution and coordinating closely with the relevant units to organize the deployment in order to commence, energize and put the projects into operation as scheduled.
Lending by Eximbank Vietnam to the above-mentioned 04 projects is under the Government solutions in order to push up the progress of Master Plan on Power Development No. 7 (Master Plan 7) oriented on transmission grid development. In the Master Plan 7, focus is given to the development of 500kV and 220kV transmission grid to increase the reliability in power supply, reduce power loss, ensure the optimum mobilization of power sources in dry season, rainy season and the mobilization of all power sources in any mechanisms of power market./.
