
The
220kV Phan Thiet – Phu My 2 transmission line
The project is invested by National Power
Transmission Corporation (EVNNPT), CPMB is on behalf of EVNNPT to manage
the project; Power Engineering Consultation Company No. 4 (PECC4) is
responsible for design; Vietnam Power Construction Corporation, Power Construction
Company No. 4, Song Da 11 Joint Stock Company are responsible for project
implementation; Power Transmission Company No. 3 and No. 4 take over management
and operation.
The project has a total investment cost of VND 1,195.19
billion, arranged from Vietnam Development Bank – Da Nang branch and EVNNPT’s
equity.
Scope of project is to construct a double
circuit 220kV transmission line, of total 140.14 km length from 220kV Phan Thiet
substation to 220kV Phu My 2 Industrial zone substation.
The transmission line runs through districts of
Ham Thuan Bac, Ham Thuan Nam, Ham Tan, la Gi town, of Binh Thuan province and
districts of Xuyen Moc, Chau Duc, Tan Thanh, Long Dat, Ba Ria town of Ba Ria –
Vung Tau province.
The project was started on 29th December 2013.
However, during project implementation, compensation and site clearance faced
with many difficulties, so the double circuit 220kV transmission line section
from 220kV Phan Thiet substation to location 150, of a 58.79km length has not
been completed until 14th June 2016.
Commissioning and energizing was held to supply
power from 220kV transmission grid to 220kV Ham Tan substation, ensuring a
power supply to the economic development of Phan Thiet, Binh Thuan province.
The implementation of remaining transmission
line route faces with many difficulties related to the site clearance.
Concretely, in Binh Thuan province, households did not agree to transfer ground
for 2 foundation locations (188,189).
Despite many propagandas have been organized, but
2 above-mentioned foundation locations have been implemented compulsorily by
November 2016. Besides, many other tower foundations have been implemented,
with protection and support by district People’s Committee.
In Ba Ria Vung Tau province, compensation unit
price has not been agreed, appraisal procedures take long time. Until 2016,
Provincial People’s Committee approved a concrete unit price for carrying out
compensation, but many households did not agreed, which required support and
protection by local authorities before implementing foundation location 316,
316a. In July 2016, location 190 was implemented compulsorily, with support by
Peeople’s Committee of Xuyen Moc district.
The energized 220kV Phan Thiet – Phu My 2
transmission line will evacuate capacity from Vinh Tan 2, Son My power plants
into national power system, creating a 220kV power grid conection in coastal
South Central and Southern areas./.
