Commissioning and putting into operation the 220kV Cau Bong - Hoc Mon – Binh Tan transmission line project

​At 02h00 on September 24th 2016, The Southern Power Projects Management Board (SPMB) combined with relevant units organized commissioning and put into operation the 220kV Cau Bong - Hoc Mon – Binh Tan transmission line.

The 220kV Cau Bong - Hoc Mon – Binh Tan transmission line put into operation will ensure a stable, secure power supply to the loads in Cu Chi, Hoc Mon districts, Binh Tan urban district, Go Vap urban district, Ho Chi Minh city, strengthen linkage for power system in North West area, Ho Chi Minh city with Tay Ninh, Long An province, as well as be in accordance with the National Power Development Plan in 2011-2020 period and considering to the year of 2030 (revised 7th Power Development Plan).

The 220kV Cau Bong - Hoc Mon – Binh Tan transmission line route is newly constructed, including 6 circuit transmission line, with total length of 15.97km from 500kV Cau Bong substation to 220kV Hoc Mon substation, transmission line run through Ho Chi Minh city including Tan Phu Trung, Tan Thanh Dong, Binh My communes of Cu Chi district, Dong Thanh, Tam Thoi Thon communes of Hoc Mon district and Tan Chanh Hiep, Tan Thoi Thiep wards of urban district No. 12 of Ho Chi Minh city.

The project has a total cost of over VND 996 billion invested by EVNNPT and from ADB loan. EVNNPT assigned SPMB to manage the project; project design was done by Power Engineering Consultation Company No. 2 (PECC2); implementation is responsible by Power Construction Company No. 1 (PCC1) and Vietnam Power Construction Join Stock Corporation; Power Transmission Company No. 4 (PTC4) manages and takes over the project operation.

During the project implementation, the compensation and site clearance was very difficult, especially in July 2014, when all the compensation plan procedures have been completed by SPMB, then a new Land Law came into effect. The policies on compensation, subsidy and resettlement changed, so compensation procedures deployment has been stopped. Until December 10th 2015, when Ho Chi Minh city People’s Committee issued decision on regulations for compensation, resettlement for project, then the compensation procedures were completed. Besides, the project implementation was done in the section overlapping the existing 110kV Hoc Mon – Phu Hoa Dong transmission line route, many transmission lines run through, affecting the power cut-off for project implementation.

Understanding that this is an important project, which serves the socio-economic development, national defense in Ho Chi Minh city and surrounding provinces, from the first days implementation, SPMB coordinated closely with implementing units, contractors, consulting units to organize implementation schemes and find out optimal methods to ensure that the project completes as scheduled for serving Ho Chi Minh city and surrounding provinces./.
